As required by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 (BIPA), the Michigan Primary Care Association (MPCA) and the Michigan Department of Community Health (MDCH) have developed a fair and equitable prospective payment methodology for Michigan's Federally Qualified Health Centers (FQHC). As essential safety-net providers, it is imperative that FQHCs receive adequate payment for providing the full scope of services to Medicaid beneficiaries living in medically underserved communities.
Organizations currently receiving grant funding from the Bureau of Primary Health Care under Section 330 of the Public Health Service Act as well as federally-recognized Native American tribes and FQHC 'look-alikes' are reimbursed under this negotiated payment..
  1. Carefully review the Memorandum of Agreement (MOA), sign and return it to MDCH.
  2. If you have not received a MOA, please contact Dave Stirdivandt at
    (517) 335-5353.
  3. Notify MPCA if you are going to need negotiations with MDCH or have Medicaid reimbursement questions.
