HRSA Issues Final Sliding Fee PIN

The Health Resources and Services Administration (HRSA) issued final Program Information Notice (PIN) 2014-02 to provide clarification on the sliding fee discount program and related billing and collection requirements, which include establishing:
- A schedule a fees for services
- A corresponding schedule of discounts for eligible patients that is adjusted based on the patient’s ability to pay (referred to as the sliding fee discount schedule (SFDS) for the purposes of this PIN)
- Governing board-approved policies and the organization’s supporting operating procedures, including those around billing and collections
The PIN is now effective; therefore, Health Centers are encouraged to refer to the PIN in preparing in-progress or future Fiscal Year 2015 applications and/or for any upcoming site visits.
A summary of comments received during the draft PIN's comment period, and responses to major comment themes, has also been posted.
A recorded information session and other technical assistance (TA) resources will be posted in October. Currently funded Health Center grantees and currently designated FQHC Look-Alikes are encouraged to contact their Project Officers for further assistance regarding the governing board requirements and/or questions that specifically relate to their Health Center projects.
