MPCA Staff Promotions, New Hire & Kudos

Michigan Primary Care Association (MPCA) is pleased to announce the promotion of Shannon Lijewski to Clinical Consultant. Her primary responsibilities include leading the MI Care Team (2703 Health Homes) program with a focus on supporting the training and technical assistance provided through the Learning Community. Shannon previously worked with the Linkages program developing a care model utilizing Community Health Workers, which will be an asset to the advancement of the care model and processes designed in the MI Care Team.

In addition, Joanne Shelton has joined MPCA as the Chief Operations Officer. Her first day with MPCA was March 21, 2016. Stay tuned for a press release on Joanne in a future issue!

Simmi Isaac, Clinical Quality Program Specialist, recently passed the National Committee for Quality Assurance (NCQA) Patient-Centered Medical Home (PCMH) Recognition Program and is now a Certified Content Expert. Becoming NCQA PCMH-Recognized requires deliberate strategies and efforts to transform a practice into a medical home and PCMH content experts play an important role in facilitating the process.

Finally, last week, Kim Sibilsky, Chief Executive Officer, was honored with receiving a Lifetime Achievement Award from the National Association of Community Health Centers during the 2016 Policy & Issues Forum in Washington, DC.  “I am beyond thrilled to be recognized for being able to do what I love,” said Sibilsky. “The work has always been challenging, exciting and never boring.” After receiving the award, Sibilsky noted “I truly am not done yet. I feel I have had success in my career, but what I know is that we are not truly a success as long as there are any people in any community who do not have the opportunities for success that I have and you have. So there is work left for me to do.” The complete press release can be read here.

MPCA Launches New Project - MI Care Team

Michigan Primary Care Association is thrilled to announce the kick-off of an exciting new project, MI Care Team. The project is Michigan’s implementation of Medicaid’s Section 2703 Health Homes. It will allow Health Centers to offer patient-centered, whole person care via a care team, and to be reimbursed via Medicaid for services that were previously not paid. There are five chronic conditions of focus, including one behavioral health diagnosis that must be present in all eligible beneficiaries. These include: depression and/or anxiety, asthma, COPD, hypertension and diabetes.

Ten Michigan Federally Qualified Health Centers were selected via a competitive Invitation to Bid process - Advantage Health Centers, Cherry Health, Covenant Community Care, Inc., Family Health Center, Inc., Family Medical Center of Michigan, Genesee Community Health Center, Health Delivery, Inc., The Wellness Plan, Thunder Bay Community Health Center, and Upper Great Lakes Family Health Center.

On March 21, 2016, MI Care Team launched its first face-to-face meeting with the Health Homes Coordinators and other care team staff from the participating Health Centers. In the coming months, there are a variety of focused training events planned to successfully onboard all members of the care team, and to promote the success of the program by building their skills and services. 

Implementation for MI Care team will begin in Health Centers on July 1, 2016, and eligible beneficiaries can expect to be notified of their eligibility as soon as June 2016.

MDHHS Now Accepting Applications for Community Behavioral Health Clinics 

On March 21, 2016, the Michigan Department of Health & Human Services announced they are now accepting applications for a Request for Certification (RFC) for organizations to become community behavioral health clinics.  

Michigan is among the states that can certify qualified nonprofit organizations, governmental authorities and tribal health organizations as community behavioral health clinics. These clinics will serve adults with serious mental illness, children with serious emotional disturbance and people with long-term and serious substance use disorders. 

The state intends to certify up to 10 clinics statewide – with considerations given to at least one urban and one rural clinic – as part of the Protecting Access to Medicare Act, a demonstration project of the Excellence in Mental Health Act sponsored by U.S. Sen. Debbie Stabenow of Michigan.

Under an MDHHS request for certification, applicants should electronically submit their applicant responses and related materials using Applications are due by 3 p.m. April 25, 2016.

2016 School Wellness Award

The Michigan Department of Health & Human Services (MDHHS) is excited to launch the 2016 School Wellness Award. The Michigan School Wellness Award aims to engage schools statewide in creating healthy school environments by establishing School Health Teams, completing the Healthy School Action Tools (HSAT) and implementing sustainable policy and environmental changes.

Schools are invited to apply for the award by April 20, 2016. MDHHS, in collaboration with the Michigan Department of Education, United Dairy Industry of Michigan, Action for Healthy Kids and Blue Cross Blue Shield of Michigan, will recognize schools making significant improvements to their school environments related to healthy eating, physical activity and tobacco-free lifestyles. Schools taking exemplary steps to improve the health of students and staff will be recognized this spring at a special award ceremony at the state Capitol.
