New State of Michigan File Transfer System Webinar Scheduled

Do you currently use the State of Michigan Single Sign-On to access File Transfer or other applications?  If you answered “yes” you will soon change the way you access these and some other applications. 
Beginning May 20, 2016, you will access File Transfer (and other applications listed below) through MILogin.

Join the Michigan Primary Care Association on May 3, 2016, from 12:30 to 1:30 pm ET as we host a webinar with the Michigan Department of Health & Human Services to hear about this upcoming change! 

MILogin will improve overall functionality, security and compliance with Federal and State regulations, such as HIPAA, and will provide an extra layer of security for those applications that have protected health information. 

This will affect File Transfer users for: Long Term Care, Hospital and Clinic Reimbursement Division (HCRD), Michigan Disease Surveillance System (MDSS), Lead, Surveillance Sexually Transmitted Disease (STD),Certificate of Need MRI data, Behavioral Health Developmental Disability Administration (BHDDA), Office of the Inspector General (OIG), Vital Records and Maternal Mortality Cancer Files.

Applications that will be accessed through MILogin beginning May 20, 2016: Michigan Centralized Birth Certification System, Michigan Cashiering and Receivable System (MiCARS), Child Paternity Registry for Child Support (CPR/BRS), Newborn Screening eReports, Children’s Special Health Care Services (CSHCS), Birth Registry for Human Services workers, Michigan Statewide Automated Child Welfare Information System (MiSACWIS), MiSACWIS Mobile Worker and Quality Assurance Compliance Review Case Read Web Application.

Community Health Automated Medicaid Processing System (CHAMPS) will be accessed through MILogin beginning June 25, 2016, and by October, all former Department of Community Health applications will be accessed through MILogin.

Spring Clinical Conference a Success

On April 19, 2016, the 2016 Michigan Primary Care Association Spring Clinical Conference took place at the Crowne Plaza in Lansing, Michigan.

More than 75 individuals attended the conference from 28 Michigan Health Centers and partner organizations. The topic for the conference was Advancing Quality Utilizing Health Information Technology. Shannon Nielson, from Centerprise, Inc., was the speaker for the day.

The conference included an introduction and review of the current health care environment, an IT infrastructure assessment of Health Center’s population health management strategies, an examination of high-performing Health Centers, and the role health information technology tools play in transforming data into meaningful and actionable information. Conference attendees were able to engage in group exercises for hands-on experience in performing organizational data assessments and reviewing data in order to develop strategies to improve the collection and analysis of data to make it more meaningful and actionable.

Registration Now Open for 2016 Recruitment & Retention Conference

The Michigan Primary Care Association invites you to the 2016 Recruitment & Retention Conference, hosted at the James B. Henry Center in Lansing on June 15, 2016. This year’s conference will focus on improvements to Health Center retention strategies and increasing the reach of recruitment and retention through partnerships with residency programs. 

In addition to sharing recruitment and retention best practices, such as onboarding and creating employee retention plans, and ways to address provider burnout, the conference will also provide updates on health care workforce policy, human resources legal updates, and more. 

Of course, the Recruitment & Retention Conference is the best opportunity to network with your colleagues and peers throughout the state as we enjoy a great day together with great presentations. Survey Open to Understand CHW Impact in Michigan

The Michigan Community Health Worker Alliance (MiCHWA)’s mission is to promote and sustain the integration of community health workers into Michigan’s health and human service systems through coordinated changes in policy and workforce development. 

MiCHWA is undertaking a Community Health Worker (CHW) Employer Survey in collaboration with the Michigan Department of Health and Human Services (MDHHS) with funding through the Centers for Disease Control and Prevention (CDC), to better understand the existing CHW employment environment. 

This survey will provide crucial data to assist state and local officials, health and human service system representatives, and health and human service payer organizations in understanding the growing array of CHW activities statewide to shape our CHW policy and financing agenda in Michigan. Reminder: Education Session & Poster Abstracts for CHI Due May 4

Do you conduct research with or within your Health Center? Do you have best practices that could benefit other Health Centers? Submit an abstract to NACHC’s CHI!  

This year’s conference will take place in Chicago at the Hyatt Regency, August 28 - August 30, 2016. With space to display over 100 posters and dozens of educational sessions, there are lots of opportunities to showcase your work.

HRSA Award Recipients Reminder 

ICYMI: In the April 26, 2016 issue of Primary Health Care Digest, a weekly publication from Health Resources and Services Administration (HRSA), this reminder was shared.

"HRSA award recipients must ensure that they exercise proper stewardship over Federal funds and that all costs charged to the awards are necessary, allowable, allocable, and reasonable. Recipients must comply with all terms and conditions outlined in their grant award, including grant policy terms and conditions outlined in applicable Department of Health and Human Services (HHS) Grants Policy Statements, requirements imposed by program statutes and regulations and HHS grant administration regulations, as applicable; as well as any requirements or limitations in any applicable appropriations acts or other laws."

HRSA New Access Points Funding Opportunity Announced

Health Resources and Services Administration has released the FY 2017 New Access Points funding opportunity announcement. Approximately $50 million will be available for an estimated 75 awards to new and existing Health Centers for operational support of new primary care service delivery sites.  

Applications are due in Grants.gov by 11:59 p.m. EST, June 17, 2016, and in HRSA’s Electronic Handbook (EHB) by 5 p.m. EST on July 15, 2016.  Applicants must meet BOTH deadlines.

Michigan Health Policy Spring Forum Registration Expanded

Due to the high level of interest in the topic of the integration of physical and behavioral health, the Michigan Health Policy Spring Forum scheduled for May 2, 2016 has increased the seating available for the Forum. HHS Moves One Step Closer to Modernizing Medicare Payments

On April 27, 2016, the Department of Health & Human Services issued a proposal to align and modernize how Medicare payments are tied to the cost of quality of patient care. The Notice of Proposed Rulemaking is the first step in implementing certain provisions of the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). 

Currently, Medicare measures the value and quality of care provided by doctors and other clinicians through a patchwork of programs. Some clinicians are part of Alternative Payment Models such as the Accountable Care Organizations, the Comprehensive Primary Care Initiative, and the Medicare Shared Savings Program—and most participate in programs such as the Physician Quality Reporting System, the Value Modifier Program, and the Medicare Electronic Health Record (EHR) Incentive Program.

Congress streamlined these various programs into a single framework to help clinicians transition from payments based on volume to payments based on value. Today’s proposed rule would implement these changes through the unified framework called the Quality Payment Program, which includes two paths: The Merit-based Incentive Payment System (MIPS) and Advanced Alternative Payment Models (APMs). Read more.
