HHS Awards Funding for Eight New Health Center Sites in Michigan

On May 5, 2015, U.S. Department of Health and Human Services Secretary Sylvia M. Burwell announced $101 million in Affordable Care Act funding to support 164 new Health Center sites across the country. Eight of the new sites are in Michigan. In a press release issued by Michigan Primary Care Association, Rebecca Cienki, Chief Operating Officer stated "Today's announcement from HHS will allow Michigan Health Centers to expand quality, affordable health care to residents. The New Access Point grants will enable Health Centers to reach populations in new communities where necessary health care services are currently unavailable." The new funding will enable Health Centers to provide care to a proposed 28,804 Michigan residents.

MPCA encourages all New Access Point grantees to attend the technical assistance webinar scheduled for May 12, 2015, at 2 pm ET. All recipients should have received an invitation via email with call-in information and a passcode. If you cannot locate this information or you have questions, please contact bphcta@hrsa.gov.

Opportunities to Participate in ICD-10 Implementation & Testing

Testing is an important part to the ICD-10 implementation process. During the week of July 20, 2015, a final sample group of providers will have the opportunity to participate in ICD-10 end-to-end testing with Medicare Administrative Contractors (MACs) and the Common Electronic Data Interchange (CEDI) contractor. The Centers for Medicare & Medicaid Services is accepting July volunteers from May 11 through May 22, 2015. This is a great opportunity to participate in end-to-end testing with Medicare prior to the October 1, 2015, implementation date. For more information on participating, click here.

MPCA CEO Quoted in Modern Healthcare

On May 6, 2015, Modern Healthcare Health Regulatory and Policy Reporter Virgil Dickson reached out to the Michigan Primary Care Association (MPCA) for a quote on the proposed change the state wants to make to its Healthy Michigan waiver and what sort of impact it could have on the residents currently relying on the program. 

Kim Sibilsky, MPCA CEO, provided the following to Dickson. "As advocates for the underserved, our greatest concern is that, without CMS’ approval of the second waiver, the program currently covering nearly 600,000 Michigan residents could go away. The second waiver is requesting approval of an increase in charges to a maximum of 7% of income after four years of participation. This is counter to the CMS cost-sharing ceiling of 5%. The Healthy Michigan Plan legislation states the program will be terminated if those terms aren’t met. Of the enrollees that could be subject to the increase, it is estimated only 20,000 to 30,000 would actually reach the cost sharing ceiling which can be reduced through healthy behaviors. We strongly urge CMS to approve the waiver and allow this critical program to continue."

Michigan Medicaid Director to Retire

Michigan's Medicaid Director, Stephen Fitton recently announced he will retire in June 2015. Fitton has been credited for the state's "stellar record for service, delivery, and innovation" with the Medicaid program as well as the Medicaid expansion program, Healthy Michigan. Read more

Michigan Department of Health and Human Services Appoints New Chief Medical Executive 

Dr. Eden Wells has been appointed as the new Chief Medical Executive (CME) for the Michigan Department of Health and Human Services (MDHHS). As Michigan’s CME, Wells will serve Michigan residents by providing professional medical leadership, expertise and coordination in addressing public health issues, workforce issues and health policy development to the MDHHS. Wells currently works at the University of Michigan, School of Public Health in Ann Arbor as a Clinical Associate Professor, Epidemiology and the Director for the Preventive Medicine Residency. Read more

BCBSM Program Now Accepting Grant Applications

The Blue Cross Blue Shield of Michigan's program, Strengthening the Safety Net is now open for eligible dental and medical clinics to apply for grant funding. If you're a clinic in Michigan providing free health care to uninsured or underinsured residents, consider applying. The grant will help eligible medical and dental clinics provider free or low-cost medical, dental, mental health, vision, and specialty care services. Clinics interested in applying can join an informational conference call on May 19 at 2 pm ET or May 21 at 10 am ET. To join, call 800-462-5837 and enter pass code 613530#.
