Health Insurance Marketplace Open Enrollment Begins November 1
Open enrollment for 2016 coverage in the Health Insurance Marketplace begins Sunday, November 1, 2015, and information about plans and prices is now posted at healthcare.gov. The deadline to enroll or renew coverage that would begin on January 1, 2016, is December 15, 2015. Enrollment in Medicaid, CHIP, and the Healthy Michigan Plan is open year-around.
Approximately 200 Health Center Outreach & Enrollment staff are trained and prepared to answer consumer questions, and to assist with enrolling and renewing coverage. All Health Center staff can help build awareness by using the resources in our Ten Things You Can Do to Build Coverage Awareness Guide; which includes customizable outreach tools and templates. The guide also contains links to talking points, a sample news release, template letters, flyers, postcard, rack card, poster, and social media outreach materials. The Spanish and Arabic versions of the written outreach materials will be available soon.

2015 UDS Training & Finance Officers' Meeting Scheduled
Registration is now open for the 2015 Bureau of Primary Health Care Uniform Data System Training and Finance Officers' Meeting. The events are held back to back on December 16 and December 17 at the Crowne Plaza Lansing West Hotel in Lansing.
The Uniform Data System (UDS) Training will be held on December 17 for a full-day, in-person training covering the preparation of the 2015 UDS Report. The training addresses each of the report’s tables, including a discussion on the changes that have been made and the definitions necessary to complete the report. The training is aimed at those who are responsible for gathering and reporting the data elements included in the UDS Report, as well as management and clinical staff who need to understand the definitions and concepts used and those who use the data in their program management and improvement activities.
The Finance Officers' Meeting will be held on December 16 and is an opportunity for Health Center Finance Officers to discuss finance-related issues as they pertain to Health Centers. The agenda for this meeting is still being developed.

Health Innovation Grants Awarded to Two Michigan Health Centers
On October 26, 2015, the Michigan Department of Health & Human Services awarded more than $1 million in funds to 41 innovative health projects. The Health Innovation Grants are intended to bridge the gap between creative, collaborative ideas and their implementation.
Two Michigan Health Centers, Family Medical Center of Michigan and Genesee Community Health Center, will receive $35,000 in one-time funds to improve the efficiency and effectiveness of health service delivery. Read more.

Two Michigan Health Centers Awarded Ryan White HIV/AIDS Program Grants
On October 21, 2015, Health and Human Services Secretary Sylvia Burwell announced more than $2.2 billion in Ryan White HIV/AIDS Program grants for FY 2015 to cities, states and local community-based organizations. The funding supports a coordinated and comprehensive system of care to ensure more than half a million people living with and affected by HIV in the U.S. continue to have access to critical HIV health care, support services, and essential medications.
Michigan Health Center recipients include Detroit Community Health Connection and Mercy Health-St. Mary's Community Health Center.
Invite to Bid Announced for Primary Care Health Homes Program
On October 21, 2015, the Michigan Department of Health & Human Services announced an invitation to bid will soon be released for provider participation in the MI Care Team health homes pilot program.
The purpose of the program is to improve the health of beneficiaries by integrating primary care services, making it easier on the beneficiary to navigate and receive the physical and behavioral health services they need.
Federally Qualified Health Centers and Tribal Health Centers interested in applying to participate with this program must be registered as vendors in the Buy4Michigan system by October 29, 2015 to receive notification of the application's release. Once registered, additional information regarding the program will be provided in the Invitation to Bid. All bids must be submitted using the Buy4Michigan system by December 8, 2015.
The pilot program is scheduled to begin in April 2016.
New Medicaid System on the Cloud - Michigan First in Nation
The Michigan Department of Health & Human Services (MDHHS) announced the launch of the nation's first cloud-based Medicaid system. The MDHHS has worked with the State of Illinois, the Michigan Department of Technology, Management and Budget, and CNSI to launch the second phase of the nation’s first completely automated, real-time and cloud-enabled system.
The cloud solution creates savings for both states and the federal government, providing opportunities for Michigan and Illinois to share knowledge and resources, and leverage efficiencies to effectively implement federally mandated operating rules and compliance standards. The system adheres to the highest standards of data security ensuring the integrity of state healthcare data.
“It’s important for Michigan to look for more and better ways to take advantage of technology to improve services for our residents,” Gov. Rick Snyder said. “This is an innovative approach, allowing us to more efficiently share information and resources in real-time, helping residents get the health care they need.”
Three Michigan Health Centers Receive Grant from BCBS of Michigan
Blue Cross Blue Shield of Michigan and Blue Cross Blue Shield of Michigan Foundation has granted more than $1.2 million to fifty-two safety net health care organizations including three Michigan Health Centers.
The Wellness Plan Medical Center, Isabella Citizens for Health, Inc., and the Family Medical Center of Michigan each received $100,000 in specialty care grants to help expand access to health care, including critical specialty care, for Michigan's underinsured and uninsured residents. Read more.
