Save the Date: HMP Advocacy Toolkit & Guidance for FQHCs

As we prepare for the Healthy Michigan Plan (HMP) second waiver decision from the Centers for Medicare & Medicaid Services (CMS), the Michigan Primary Care Association (MPCA) has developed an advocacy timeline and toolkit for Health Centers to create additional awareness centered on the impact HMP has had on the state.  

Save December 1, 2015, from 2 - 3 pm ET on your calendar and join MPCA staff for the Healthy Michigan Plan Waiver Advocacy webinar when an update on the second waiver and a walk-through of the HMP advocacy toolkit will be the focus. During the webinar, best practices for engaging stakeholders and beneficiaries will be highlighted and useful templates for communications with patients, community members, media, and legislators will also be shared.   

  

Communications Survey: The Results Are In

Thank you for participating in the 2015 Michigan Primary Care Association (MPCA) Communications Survey. The survey results are currently being analyzed and will be used as a guide when building our strategic communications plan. In addition to guiding the strategic process, several suggestions are currently under consideration for short term implementation. If you are interested in receiving the survey results and/or analysis, please send an email to Alyssa Jones.

MPCA Holiday Schedule


The Michigan Primary Care Association (MPCA) will be closed on the following dates for the holiday season.

  • Thanksgiving - November 26 & November 27
  • Christmas - December 24 & December 25
  • New Year's - December 31 & January 1

MPCA will resume normal business hours on January 4, 2016.


Updated MPCA & Michigan Health Center Marketing Materials


Several updates have been made to existing marketing materials and a new Health Center brochure has been created. Attached you will find links to an updated MPCA Fact Sheet and Michigan Health Center Fact Sheet


In addition, a new Michigan Health Center brochure has been created. This brochure is a compliment piece to the MPCA Membership Directory and is a foldout brochure with all Michigan Health Centers listed and a map. This brochure is a great tool in communicating with state legislators, Members of Congress, recruiting, advocacy efforts, and more!

FQHCs Can Bill Medicare for Two New Services on January 1, 2016

The 2016 Medicare Physician Fee Schedule Final Rule, published on October 30, established two new services FQHCs may bill for on/after January 1, 2016. 

  • Chronic Care Management* (CCM) can be billed in addition to the regular visit rate. (*FQHCs must comply with requirements for eligibility for billing for CCM.)
  • Advance Care Planning (ACP) will qualify as a stand-alone billable visit.

Final Recommendation on Regional Managed Care Health Plans Released

On November 13, 2015, the Michigan Department of Health and Human Services announced the final recommendations for the Medicaid Health Plans (MHPs).  The recommendations are a result of the Department of Technology, Management and Budget's (DTMB) independent review process.

The Comprehensive Health Plan contract includes changes to the service area locations and requirements to align with Michigan’s Prosperity Regions, as well as a new Medicaid coverage group. 

In October, MDHHS made their recommendation for Michigan's Comprehensive Health Plan contract, which provides health care services to approximately 1.7 million Medicaid managed care beneficiaries.

During the protest period, six health plans submitted additional information, which were reviewed by the DTMB. One health plan, Molina Healthcare of Michigan, won their appeal for Region 7, thereby removing UnitedHealthcare Community Plan from Region 7.

The final recommended health plans by region are:

  • Region 1 – Upper Peninsula Health Plan
  • Region 2 – McLaren Health Plan, Meridian Health Plan of Michigan, Molina Healthcare of Michigan, UnitedHealthcare Community Plan
  • Region 3 – McLaren Health Plan, Meridian Health Plan of Michigan, Molina Healthcare of Michigan, UnitedHealthcare Community Plan
  • Region 4 – Blue Cross Complete of Michigan, McLaren Health Plan, Meridian Health Plan of Michigan, Molina Healthcare of Michigan, Priority Health Choice, UnitedHealthcare Community Plan
  • Region 5 – McLaren Health Plan, Meridian Health Plan of Michigan, Molina Healthcare of Michigan, UnitedHealthcare Community Plan
  • Region 6 – Blue Cross Complete of Michigan, HAP Midwest Health Plan, McLaren Health Plan, Meridian Health Plan of Michigan, Molina Healthcare of Michigan, UnitedHealthcare Community Plan

The final recommendation will be presented to the State Administrative Board for final approval.


Submit Site Review for NURSE Corps Eligibility

The next NURSE Corps Loan Repayment Program Application Cycle is expected to open in January 2016. Potential applicants and facility administrators are encouraged to have their Critical Shortage Facility reviewed for eligibility. (Note: For those who have already submitted your site for review in previous years, please disregard this message.)

Please provide the following information for consideration:

  • Your Name
  • Name of facility and specific location
  • Full mailing address of facility (do not use P.O. Box)
  • Profit status
  • Site designation (FQHC including Look-Alikes, Migrant, Health Care for the Homeless, Public Housing,  Indian Health)

Potential applicants and facility administrators may submit their facility information via email to HRSA through November 30, 2015. Notifications of facility eligibility will be confirmed by NURSE Corps staff no later than December 31, 2015.

National Rural Health Day is November 19


This day is set aside to celebrate the uniqueness and charm of rural America and its citizens. A toolkit created by the Michigan Center for Rural Health is available to help you create awareness, promote and celebrate the efforts and achievements in rural communities including key messages, sample press release, a logo, success stories and more. In addition to events promoting rural health in Michigan, a complete schedule of events taking place on November 19 from the National Organization of State Office of Rural Health is available here.

Reminder: Providers Need to Enroll in Medicare to Prescribe Under Medicare Part D

Any provider prescribing drugs in the Medicare Part D program must enroll in Medicare by January 1, 2016, or opt out of the program to ensure patients continue to get the medicine they need.

2016 Open Enrollment Update

The Centers for Medicare & Medicaid Services (CMS) released a snapshot of the numbers for the first week of 2016 Open Enrollment. The snapshot only includes new plan selections and active plan renewals for the HealthCare.gov platform, used by Federally-facilitated Marketplaces and State Partnership Marketplaces, as well as some State-based Marketplaces. 

Week 1 - OE3 

Plan Selections:  543,098
New Consumers: 34%
Consumers Renewing Coverage: 66%
Applications Submitted (Number of Consumers): 1,153,270

Through the remainder of open enrollment, CMS will release a weekly snapshot for the HealthCare.gov platform.

In Michigan, 585,095 beneficiaries were enrolled in the Healthy Michigan Plan as of November 16, 2015. The report breaks down beneficiaries by County as well as comparing data from prior year numbers. The report, updated weekly can be accessed here
