Update on 2016 MPCA Legislative Forum

The 2016 Michigan Primary Care Association (MPCA) Legislative Forum is March 8, 2016, from 8 am to 5 pm ET at the Anderson House Office Building in downtown Lansing.

The annual event is an opportunity for Michigan Health Center staff and board members to learn about current state policy and the legislative environment as it pertains to health care, and to build and nurture relationships with State Legislators. It is also an opportunity to talk one-on-one with State Legislators and their staff about MPCA's policy priorities* for the year. 

A Legislative Forum prep conference call is scheduled for March 3, 2016, from 3 - 4 pm ET. Please hold the date and time on your calendar and additional information will be available soon.  If you have any questions in the meantime, contact Ryan Grinnell-Ackerman.

Reminder: Michigan State Loan Repayment Program Application Cycle Begins January 1

As a reminder, the Michigan State Loan Repayment Program (MSLRP) application cycle opened on January 1 and will continue through April 30, 2016. 

The MSLRP helps Health Centers recruit and retain primary medical, dental, and mental health care providers by providing loan repayment. Similar to last year, priority for awards will be given to applicants on a first-come, first-serve basis. For Health Center’s with lower Health Professional Shortage Area (HPSA) scores, the MSLRP is the best option for your providers. Given the competitive nature of the MSLRP application process, eligible providers with qualifying loan debt, who are interested in participating in the 2016 MSLRP are encouraged to submit their application early in the application period to increase the likelihood of being selected for an award.

MPCA Partners with Fenway Institute for Data Collection Best Practices Survey

The Fenway Institute (Fenway) works to make life healthier for those who are LGBT, as well as individuals living with HIV/AIDS, and the larger community. Fenway is currently working on a project to identify best practices for collecting sexual orientation and gender identity (SO/GI) data in clinical settings including nursing homes, long-term care facilities, Health Centers and hospitals. This information will be used to develop training for providers and clinical staff serving Medicare beneficiaries on how to collect and use SO/GI data including any combination of sexual orientation, gender identity, and sex assigned at birth (and possibly transgender status as well).

In moving towards this goal, Fenway is compiling a comprehensive list of health care organizations already asking SO/GI questions to identify the specific questions being asked, as well as identify barriers and facilitation in collecting and using SO/GI data. The information will be shared with the Centers for Medicare & Medicaid Services Office of Minority Health to inform a best practices analysis.

To assist Fenway in this research, the Michigan Primary Care Association is collecting the data. Please review and respond to this seven question questionnaire related to your Health Center's collection and processing of SO/GI data.

Public Questions & Comments on Section 1115 Pathway to Integration Waiver Accepted Until February 2 

On December 18, 2015, the Michigan Department of Health & Human Services (MDHHS) published a proposed Section 1115 Pathway to Integration Waiver application. Through the waiver, MDHHS seeks to consolidate under one section 1115 waiver all services and eligible populations currently served through multiple section 1915(b) and (c) waivers. MDHHS expects the consolidated waiver authority will enable greater flexibility to better align financial incentives that support integration of physical and behavioral health care.

MDHHS is accepting comments on the waiver until February 2, 2016. You may submit your comments via email to MDHHS-Pathway1115@Michigan.gov; be sure to include a “Section 1115 – Pathway to Integration” reference somewhere in the written submission or the subject line. You are encouraged to submit comments on behalf of your Health Center, and to forward any suggestions to Colleen Healy for inclusion in MPCA’s comments. 

New Hire & Employment Opportunity at MPCA

Michigan Primary Care Assocation (MPCA) welcomes Lindsey Naeyaert as a program coordinator. Lindsey graduated from Michigan State University with a bachelor's degree in Physiology and from Indiana University with a master's degree in Public Health Administration. She will provide program support to enhance and aid in the implementation of training and technical assistance to Michigan Health Centers as well as support program reporting and monitoring. 

MPCA is also hiring for a Health Homes Consultant. This position is responsible for leading implementation at participating MI Care Team sites to optimize Health Home activities as well as develop and implement strategies to sustain and spread the model to other locations.

Save the Date: Michigan LGBTQ Health Summit & Call for Presentations

Michigan Primary Care Association is excited to host the first Michigan LGBTQ Health Summit on June 13, 2016, and its time to secure presenters!

Presentations should focus on the following: cultural competency, sensitivity training, caring for LGBTQ youth or elderly, utilizing health information technology to improve outcomes for LGBTQ patients, addressing social determinants and disparities that impact LGBTQ persons, coordination of services across disciplines internally or with external partners, or other innovative approaches to providing coordinated comprehensive care to LGBTQ patients.

Michigan's Birth Defects Registry Available for Meaningful Use Reporting

The Michigan Department of Health & Human Services has created a toolkit for reporting birth defects electronically. Hospitals, clinical laboratories, health clinics, physicians, genetics counselors and other health professionals, and health facilities involved in the diagnosis or treatment of children with birth defects are required to report to the birth defect registry in Michigan.  

The toolkit will help improve your reporting to the registry and meet the requirements for a Meaningful Use Specialized Registry.

Summer Enrichment Program Now Accepting Applications

The University of Detroit Mercy School of Dentistry is now accepting applications for their four-week Summer Enrichment Program, June 1, 2016 - July 1, 2016. Applications are due by February 1, 2016.

January is Cervical Health Awareness Month

More than 12,000 women in the United States will be diagnosed with cervical cancer each year, and more than 4,000 of women will die. Cervical cancer is the second most common type of cancer for women worldwide, but because it develops over time, it is also one of the most preventable types of cancer. To assist in creating additional awareness, the National Cervical Cancer Coalition has posters, videos, podcasts and other promotional material available for use on their website

In addition, the Michigan Department of Health & Human Services (MDHHS) encourages participation in one or more of the Centers for Disease Control and Prevention Adolescent Immunization Communications Team webinar series, Taming Conversations Around HPV Vaccine and Other Immunizations in Social Media.

Medicaid & Healthy Michigan Plan Beneficiaries Common Formulary Finalized

To streamline drug coverage polices for Medicaid and Healthy Michigan Plan beneficiaries and providers, the Michigan Department of Health & Human Services (MDHHS) has finalized a Common Formulary for all contracted health plans.

Three Weeks Remain for School-Based Health Care Essay Contest

The School-Community Health Alliance of Michigan (SCHAMI) is holding an essay contest for Michigan youth who utilize School-Based or School-Linked Health Centers.

Stories will be posted on SCHAMI's website beginning in February for School-Based Health Care Awareness Month and will remain through April.
