Registration Open for 2015 MPCA Legislative Forum

Online registration is now open for the 2015 MPCA Legislative Forum (#MPCALF15) taking place March 4 in Lansing. This annual event is an opportunity for Michigan Health Center staff and board members to learn about the current state policy and legislative environment as it pertains to health care, and to build and nurture relationships with State Legislators. It is also an opportunity to talk one-on-one with State Legislators and their staff about MPCA's policy priorities for the year. Several pre-Forum activities will be taking place on March 3 at the Radisson Lansing at the Capitol, including a Health Center Board Member Committee meeting and training at 2-3 pm. Click here for more information and to register today. MPCA Welcomes New Staff Members

Please join us in welcoming Jean Troop and Colleen Healy to the MPCA staff. As Revenue Cycle Consultant, Jean is responsible for supporting Michigan Health Centers in achieving or maintaining financial stability, optimizing Health Center revenue cycles, and ensuring sustainable reimbursement mechanisms for Health Center services. Jean begins on January 20. Colleen will join MPCA on January 26 as Program Specialist. She will coordinate operational and policy support to enhance and aid in the implementation of Health Center services, partnerships, and models of care. She will also support technical assistance, proposal development, and reporting and monitoring requirements for multiple Association grants and contracts. Click here for a full list of MPCA staff.

MPCA Co-hosting MI Health Link Webinar for Health Centers

The Michigan Department of Community Health (MDCH) is implementing a pilot program called MI Health Link for individuals dually eligible for both Medicare and Medicaid. MI Health Link will begin providing services in two of the four demonstration regions in March 2015, which include the entire Upper Peninsula and the following eight counties in southwest Michigan: Barry, Berrien, Branch, Calhoun, Cass, Kalamazoo, St. Joseph, and Van Buren. Please join MPCA and MDCH staff for a webinar this Thursday January 22 at 12:30 pm ET focused on the demonstration regions, program eligibility, benefits, and services of this innovative program. All members are welcome, however Health Centers in the first two demonstration regions (noted above) in addition to Centers located in the second two regions (Macomb and Wayne counties) are specifically encouraged to attend. There is no cost to attend the webinar but advance registration is required. For more information about the pilot program prior to the webinar, please visit the MI Health Link webpage. Michigan House & Senate Committee Assignments Announced

As the 98th Michigan Legislature got underway last week, Senate Majority Leader Arlan Meekhof (R-West Olive) and Speaker of the House Kevin Cotter (R-Mt. Pleasant) announced committee assignments in their respective chambers. Committees are an important part of the legislative process, as committee members consider bills and issues, and oversee agencies, programs, and activities within their jurisdiction. Of particular importance to MPCA and Michigan Health Centers are the Appropriations Committee, Department of Community Health Appropriations Subcommittee, and Health Policy Committee. Governor Snyder Issues Executive Orders to Reduce Homelessness in Michigan, Dissolve Mental Health & Wellness Commission

On January 16, Governor Rick Snyder signed two executive orders to support Michigan residents who are homeless or facing mental health issues. Executive Order 2015-2 creates the Michigan Interagency Council on Homelessness. The council, which was a recommendation of the Mental Health and Wellness Commission, will update a 10-year plan to end homelessness and monitor and participate in its implementation. Executive Order 2015-3 dissolves the Michigan Mental Health and Wellness Commission, which has completed its duty to provide recommendations on how to improve lives of and outcomes for individuals and families living with mental illnesses, developmental disabilities, and substance use disorders in the state. The Legislature and the Michigan Department of Community Health will continue to work to carry out its recommendations. Read more

Governor Snyder Delivering 2015 State of the State Address January 20

Governor Rick Snyder will deliver his 2015 State of the State Address to the Michigan Legislature tonight, January 20 at 7 pm ET. MPCA is once again co-sponsoring WKAR's live coverage of the addressA key component is expected to address how the state delivers services to the most vulnerable Michiganders, including plans for merging the Michigan Departments of Community Health and Human Services. State Economists Forecast Reduced Revenue

At the Consensus Revenue Estimating Conference held last Friday, January 16, the House and Senate Fiscal agencies and the Department of Treasury agreed to reduced revenue forecasts for the current and upcoming fiscal years. For the current Fiscal Year (FY) 2015, the conference revised revenues for the General and School Aid Funds downward by $288.9 million since the last conference in May. For the upcoming FY 2016 that begins October 1, the conference revised revenues downward by $526.5 million for the General and School Aid Funds. The consensus revenue agreement sets the stage now for Governor Rick Snyder to issue an executive order cutting the current FY 2015 budget or propose a negative supplemental appropriations bill to accomplish the same task. It also formally opens the process of putting together the FY 2016 state budget. Capital Link Conducting Health Center Capital Needs Assessment

Our colleagues at Capital Link are conducting an important national Health Center capital needs assessment, supported by the Health Resources & Services Administration. We are encouraging all Michigan Health Centers to respond in order to help document the tremendous need for Health Center capital funding and identify areas where technical assistance, training, or other resources may be needed. You should have received an email with a link to the online questionnaire from Capital Link on January 15. It should take about 10 minutes to complete. You can also access the questionnaire by clicking here. Responses are due by February 15; however, if you submit the questionnaire by January 31 you will be entered in a drawing to win an iPad mini.

CMS Administrator Tavenner Stepping Down

Centers for Medicare and Medicaid Services (CMS) Administrator Marilyn Tavenner announced on January 16 that she is stepping down at the end of February. She led CMS for the past 3 years. An interim replacement has been announced to lead the agency until President Obama nominates Tavenner's successor, which must then be approved by Congress. In December, Cindy Mann, CMS' Deputy Administrator and Director of the Center for Medicaid and Children's Health Insurance Program Services, and Melanie Bella, CMS' Director of the Medicare-Medicaid Coordination Office, also announced their departures from the agency. Mann, whom MPCA recognized in 2012 with a Legacy of Leadership Award, is stepping down at the end of January. 

Michigan Celebrating 50 Years of Newborn Screening

This year marks the 50th anniversary of the Michigan Newborn Screening Program. Since 1965, the screening panel has expanded from one to 54 disorders, all of which require early treatment to prevent illness, disability, or death. Read more
