Registration Open for National Health Center Week Planning Webinar May 22

Registration is open for the webinar that NACHC is hosting on May 22 at 2 pm ET to help your Health Center start planning for National Health Center Week (NHCW). MPCA's goal is for 100% of Michigan Health Centers to to join in “Celebrating America’s Health Centers: Local Engines for Healthier Communities” during NHCW, August 10-16. The webinar on May 22 is a great opportunity to learn the nuts and bolts of how to plan and host successful events, recruit local sponsors, and invite federal, state, and local elected officials to join your Health Center's celebration.

How is Your Health Center Collecting “Access is the Answer” Support Letters?

The May 31st deadline for collecting 5 "Access is the Answer" letters of support from local elected officials and 10 "Access is the Answer" letters of support from community partners is right around the corner. Once you’ve collected letters in support of your Health Center, please report your results to NACHC, and then schedule a meeting with your Members of Congress during a Congressional Recess Week—either at your Health Center or at their district office—to present to them hardcopy "Access is the Answer" petition signatures and support letters collected by your Health Center. If you have questions about the letter collection, please contact Dana Lawrence. If you would like help inviting elected officials to your Health Center or scheduling a meeting with them, please contact Doug Paterson.


MPCA Joins 30-plus Organizations in Blog Carnival to Increase Awareness of Year-round Medicaid, CHIP Enrollment
A blog written by MPCA AmeriCorps Member London Wilson was featured this week in a national Connecting Kids to Coverage Campaign and MomsRising "blog carnival" focused on increasing awareness about the importance of continuing Medicaid and CHIP enrollment year-round.

Healthy Michigan Plan Enrollment Exceeds Half of Eligible Population

As of May 12, 2014, over 237,000 Michiganders have enrolled in the Healthy Michigan Plan. (Enrollment statistics are updated every Monday at 3 pm and posted on the MDCH website.) Over 51% of the estimated 458,790 individuals who may be eligible for the Healthy Michigan Plan have enrolled. MPCA has updated its enrollment analysis by county. In related news, MDCH is accepting public comment on two protocols it plans to submit to the Centers for Medicare and Medicaid Services that address the unique cost-sharing mechanism of the Healthy Michigan Plan and the manner in which beneficiaries may earn incentives for maintaining or addressing healthy behaviors. Michigan House Appropriations Committee Sends HICA Bill to Full House
Following the Michigan Senate's passage of Senate Bills 893 and 913 last week, the House Appropriations Committee voted out the bills on May 14. These bills are aimed at fixing the $114 million shortfall in the Michigan Department of Community Health budget that is the result of lower than expected revenue from the Health Insurance Claims Assessment (HICA). The full House is expected to vote on SB 893 and SB 913 next week. Resolution of this issue is very important as the Fiscal Year 2015 budgets get finalized in conference committees over the next few weeks.

State Revenues Lower Than Projected in January
Each year, the House Fiscal Agency, Senate Fiscal Agency, and Michigan Department of Treasury hold two revenue estimating conferences, one in January and one in May. The Michigan Legislature uses the projections agreed to in January to develop the upcoming fiscal year’s budget, following release of the Governor's budget proposal in early February. The May projections are used to finalize the current fiscal year's budget, and to set each department's budget targets for the upcoming fiscal year. At this week's May revenue estimating conference, which took place May 15, the three agencies agreed that revenues for both the current fiscal year (FY 2014) and upcoming fiscal year (FY 2015) are lower than what was projected in January. As a result, each department will have a lower than expected budget target which the conference committees must adhere to as they finalize their FY 2015 budgets over the next two weeks. This means that cuts to the already passed budgets must likely be made before final passage.

Governor Snyder Signs Infant Safe Sleep Act
On May 14, Governor Snyder signed House Bill 4962 sponsored by Representative Gail Haines to help lower infant mortality rates in Michigan. The bill, now Public Act 122 of 2014, requires hospitals and health professionals to provide parents readily available information and educational materials regarding infant safe sleep practices following the birth of a child. It also requires the Michigan Departments of Community Health and Human Services to work with other state and local governmental agencies, community organizations, nonprofits, and other health care and human services providers to maximize resources and expand the scope of education. MDCH Accepting Public Comment on Draft Policy for Introduction of Health Homes in Selected Counties
As reported in the May 2 issue of the MPCA eUpdate, the Medical Services Administration of the Michigan Department of Community Health is accepting public comments on a proposed policy for introducing Medicaid Health Homes in Grand Traverse, Manistee, and Washtenaw Counties. MDCH Updating ICD-10 Online Information
As reported in last week's MPCA eUpdate, the U.S. Department of Health and Human Services will release an interm final rule that will include a new ICD-10 compliance date of October 1, 2015. The Michigan Department of Community Health (MDCH) encourages providers to continue communications with software vendors, billing agents, and/or service bureaus to ensure systems and procedures will support the use of ICD-10 code sets on al HIPAA transactions by the compliance date. BPHC Issues PAL for Documenting Scope of Project in Updated Forms
On May 13, the Bureau of Primary Health Care (BPHC) issued Program Assistance Letter (PAL) 2014-06 to describe updates made to the forms used to document a Health Center's federally approved scope of project: Form 5A-Services Provided and Form 5B-Service Sites.

CDC Confirms Second MERS Case in U.S.

On May 11, the Centers for Disease Control and Prevention (CDC) confirmed the second case of Middle East Respiratory Syndrome-Coronavirus (MERS-CoV) in a traveler from Saudi Arabia to Florida. The first case was confirmed on May 2 in Indiana. A CDC Health Advisory issued May 3 includes recommendations for health care providers.

HHS Secretary Nominee Testifies Before Senate HELP Committee

The confirmation process for President Obama’s choice for the next Secretary of Health and Human Services (HHS) began last week. Sylvia Mathews Burwell, the current Director of the Office of Management and Budget, appeared before the Senate Committee on Health, Education, Labor, and Pensions (HELP) on May 8 for the first of two Senate confirmation hearings.
