Call for Annual Michigan Health Centers' & MPCA Members' Updates

It’s that time of year! Time for MPCA to collect information from each Michigan Health Center and MPCA member for inclusion in the annual directory. The directory has proven to be a valuable tool for members, legislators, and staff at partnering organizations. In addition to the printed version, the directory is available electronically on our website.The 2015-16 directory will be available late summer.

This year, MPCA is requesting Health Center site information be updated via the web, while Health Center executive leadership, board of directors and staff contact information be updated via Excel spreadsheet. We have emailed key contacts at Health Centers and member organizations instructions on how to make the updates. In addition, a webinar was held on May 14, 2015, to walk through a live demonstration on making the web updates. All updates are due to MPCA by May 29, 2015. National Health Center Week - Let's Talk About Michigan

National Health Center Week will be here before you know it, and it is never too early to start planning. To help you plan and have the most up-to-date information, MPCA is hosting a webinar on May 28, 2015, at 2:30 - 3:30 pm ET. In addition to having Elizabeth Kwasnik from the National Association of Community Health Centers present the national overview, MPCA will speak from a Michigan perspective to help you organize your outreach plans, engage your community, create awareness, and celebrate the impact Health Centers have in Michigan. We will discuss everything from activities to proclamations, to enable you to determine what events will give your Health Center recognition in your community.

National Health Center Week is August 9 - 15, 2015, and this year’s theme is America's Health Centers: Shaping Our Legacy, Shaping Our Future.

Health Care Industry Contributes $33 Billion to State's Economy

The health care industry in Michigan contributes $33 billion to the State's economy, according to a new report released by the Partnership for Michigan's Health, which is comprised of the Michigan Health & Hospital Association, Michigan State Medical Society, and Michigan Osteopathic Association. 

Highlights from the Economic Impact of Healthcare in Michigan include:

  • Michigan health care organizations provided more than 578,900 jobs in 2013
  • Health care's impact is comparable to the manufacturing and education industry combined
  • 19% of Michigan's jobs are directly or indirectly related to or induced by health care

Physicians Sought for ICD-10 Physician Champion Network

The Centers for Medicare & Medicaid Services and are looking for physicians to share ideas, knowledge, challenges, and solutions with peers as Physician Champions for ICD-10. Physician Champions will join a monthly Physician Champion Community of Practice call, shape and influence positive local and national messages, support ICD-10 events, speak on webinars and podcasts, and evaluate ICD-10 training tools.

To nominate a physician, email and provide the following information: name, practice name, practice size (number of providers), clinical specialty, city/state, email, and phone number. Note: Physician Champions are unpaid volunteer positions and you do not need to be an expert in ICD-10 to participate.

Reminder: HIIP Deadline Approaching

Supplemental information for the Health Infrastructure Investment Program (HIIP) funding opportunity (Fiscal Year 2015 HIIP FOA) is due in the EHB by May 21, 2015. HRSA anticipates awarding up to $150 million to support an estimated 150 to 175 existing Health Center Program grantees increasing their patient capacity and improving health services to medically underserved populations through the alteration/renovation, expansion, or construction of a facility.

MDHHS Announces Managed Care RFP

The Michigan Department of Health and Human Services (MDHHS) released the Request for Proposal (RFP) for the Comprehensive Health Plan Contract for Michigan's Medicaid Health Plans (MHP) on May 8, 2015. MDHHS is rebidding its Medicaid managed care contracts across all 10 regions of the state, which currently cover more than 1.6 million Michigan residents.

The RFP focuses on four pillars: population health management, integration of care, payment reform and structural changes to improve 
efficiencies. In addition, the possibility for a reduction in contracted health plans exists. Today, a total of 13 plans serve Michigan's Medicaid managed care population, with four plans holding approximately two-thirds of the market share. 

MPCA staff is currently evaluating the bid and preparing a more detailed review focused on Health Center priorities. We’ll be sharing the review soon and we're planning further discussion about the bid at MPCA's All Members Meeting scheduled for June 2, 2015.

Unfunded NAP Sites: Opportunity for Advocacy

As reported in last week’s eUpdate, U.S. Department of Health and Human Services (HHS) Secretary Burwell announced on May 5, 2015, approximately $101 million in New Access Point (NAP) grants to support 164 new Health Centers across the country. In Michigan, eight sites were awarded a total of $5,056,209 in funding to support the provision of health care to a proposed 28,804 Michigan residents. Of the Michigan awards, Isabella Citizens for Health and Oakland Integrated Healthcare Network moved from being FQHC Look-Alikes to Section 330 program grantees.

Any sites with unfunded NAPs are encouraged to reach out to your U.S Representative as well as Senators Debbie Stabenow and Gary Peters to request any additional support they may be able to offer. Because the HHS reserved some monies from the Fiscal Year 2015 Health Center funding as a contingency plan in the event the funding cliff was not fixed, HHS may now use the reserve money to award any unfunded NAP applications.
