Deadline for Collecting “Access is the Answer” Support Letters One Week Away
May 31stone week from Saturdayis the deadline for collecting 5 "Access is the Answer" letters of support from local elected officials and 10 "Access is the Answer" letters of support from community partners. Once you’ve collected letters in support of your Health Center, please report your results to NACHC, and then schedule a meeting with your Members of Congress during a Congressional Recess Week—either at your Health Center or at their district office—to present to them hardcopy "Access is the Answer" petition signatures and support letters collected by your Health Center. If you have questions about the letter collection, please contact Dana Lawrence. If you would like help inviting elected officials to your Health Center or scheduling a meeting with them, please contact Doug Paterson.

National Health Center Week 2014 Tools & Resources Available Online
This week the National Association of Community Health Centers held a webinar to kick off planning for National Health Center Week 2014 (#NHCW2014) celebrations at Health Centers across the country. During the webinar NACHC shared tools and resources for Health Centers to use in developing and promoting their events, including a media toolkit, a variety of templates, web and social media banners, and much more. You can access the resources on the National Health Center Week website at, and remember to post your events! MPCA looks forward to celebrating with you August 10-16.



You're Invited: Retirement Celebration Honoring Neal Colburn
Veteran MPCA staff member Neal Colburn has announced his retirement in June. To celebrate Neal's service and contributions to MPCA, Michigan Health Centers, and the Health Center movement, MPCA is hosting a celebration in his honor on Tuesday, June 17 at 3 pm at the MPCA office in Lansing. You are cordially invited to join the celebration, and to send cards or electronic congratulations in advance. Cards may be mailed to MPCA, 7215 Westshire Drive, Lansing, MI 48917; electronic congratulations may be emailed to Erin Rogers.

MPCA's Director of Clinical Services Highlights Work of Michigan Health Centers in Preventing & Treating HIV, STDs, Viral Hepatitis
On May 22, MPCA’s Director of Clinical Services, Lynda Meade, presented on a panel before the Centers for Disease Control and Prevention/HRSA Advisory Committee on HIV, Viral Hepatitis and STD Prevention and Treatment. During her presentation Lynda highlighted the work of InterCare Community Health Network and community partners in redesigning the system of care to prevent HIV and treat those living with HIV though primary care and coordinated services. A similar model is being used at Health Centers in Detroit to address syphilis. Also presenting on the panel were Kathy McNamara, Assistant Director of Clinical Affairs at the National Association of Community Health Centers, and John Auerbach, Professor of Practice & Director at the Institute on Urban Health Research and Practices.

MPCA, Holton Healthcare Consulting Develop New Health Center Financial Analysis Tool
In partnership with Holton Healthcare Consulting, MPCA has developed a new financial analysis tool for organizations considering becoming a Health Center, and existing Centers considering expansion. The tool provides a consistent, tested format for examining the readiness for and financial viability of Health Center development. Please join us for a webinar on May 27 at 10-11:30 am ET for a detailed overview of the tool, how to use it, and how to interpret results in an informative, constructive manner. There is no cost to attend, but advance registration is required.

Healthy Michigan Plan Enrollment Now Over 259,000
As of May 19th, 259,007 Michiganders are enrolled in the Healthy Michigan Plan. (Enrollment statistics are updated every Monday at 3 pm and posted on the MDCH website.) MPCA has updated its enrollment analysis by county. Meanwhile, a new step-by-step video guide that explains how to enroll in the Healthy Michigan Plan is now available.

MDCH Hosting Public Forum June 4 on Michigan's Dual Eligible Demonstration Project
Michigan submitted and was competitively selected to receive funding from the Centers for Medicare & Medicaid Services (CMS) for a demonstration project to create an integrated delivery system for individuals who are dual eligible for both Medicare and Medicaid. MPCA has developed a brief overview of the program and potential impact on Michigan Health Centers and patients. MDCH is hosting public forums on the dual eligible demonstration, with the next forum scheduled for June 4, 2014, 1-3 pm ET at the Macomb Intermediate School District (Rooms 100A, B, and C), 44001 Garfield Rd., Clinton Township.

Altarum Institute, University of Michigan Among Prospective Recipients of Health Care Innovation Award

The U.S. Department of Health & Human Services (HHS) announced this week new funding under the Health Innovation Awards program to 12 prospective recipients to test innovative models designed to deliver better care outcomes and lower costs. Among the prospective recipients are Altarum Institute and the University of Michigan. Read more

Michigan Brings Mental Health First Aid Trainings to Communities
Michigan Department of Community Health (MDCH) joined with Governor Rick Snyder and local Mental Health First Aid trainers to celebrate Michigan Mental Health First Aid week May 18-26, to raise awareness about the trainings available to residents to help identify, understand and respond to signs of mental illness. Across Michigan, several nationally certified instructors and agencies conducted 50 trainings during Michigan Mental Health First Aid Week to train between 1,000 and 1,500 members of the public. HRSA Launches "Scope Alignment" Process
As we reported in last week's MPCA eUpdate, on May 13, 2014, HRSA released Program Assistance Letter 2014-06: Documenting Scope of Project in Updated Forms 5A and 5B. This new guidance is the first step in an overall "scope alignment" process for supporting existing policy, responding to requests for clarification, facilitating accurate documentation of each Health Center's scope of project, and ensuring ongoing consistency and understanding across the Health Center Program. CMS Issues Final Guidance on Exchange and Insurance Market Standards Beginning with 2015 Open Enrollment
The Centers for Medicare & Medicaid Services (CMS) has issued a final rule for Exchange and Insurance Market Standards for 2015 and beyond. The final rule addresses various requirements applicable to health insurance issuers, Exchanges, Navigators, non-Navigator assistance personnel, and other entities under the Affordable Care Act.

CMS Makes Improvements to Medicare Drug & Health Plans
The Centers for Medicare & Medicaid Services (CMS) issued final regulations (CMS-4159-F) this week for the Medicare Advantage and prescription drug benefit (Part D) programs that continue efforts to curb fraud and abuse and to improve benefits and the quality of care for seniors and people with disabilities enrolled in these programs. The final rule is projected to save an estimated $1.615 billion over the next ten years 2015-2024. Read more

U.S. Senate Finance Committee Approves Nomination of HHS Secretary
This week the Senate Finance Committee voted 21-3 to approve Sylvia Mathews Burwell as the next Secretary of the U.S. Department of Health and Human Services (HHS). The full Senate is expected to vote on Burwell's nomination in June. Read more
