May Closes with Successful "Access is the Answer" Support Letter Collection Drive 
Thousands of  "Access is the Answer" letters of support from local elected officials and community partners were collected by May 31st to demonstrate support for Health Centers in communities across the country, and to tell Congress that they must act immediately to fix the Health Center funding cliff. THANK YOU to the Michigan Health Centers that participated and the staff who spearheaded collection efforts in their local communities. Although the May collection deadline has passed, advocates are asked to continue collecting support letters and petition signatures on an ongoing basis, report your results to NACHC, and schedule meetings with your Members of Congress during a Congressional Recess Week (such as National Health Center Week) to present to them hardcopy "Access is the Answer" petition signatures and support letters collected by your Health Center. If you have questions about the "Access is the Answer" campaign or National Health Center Week, please contact Dana Lawrence. If you would like help inviting elected officials to your Health Center or scheduling a meeting with them, please contact Doug Paterson.

First Michigan Health Center-hosted Events for National Health Center Week 2014 Posted Online
With this year's National Health Center Week celebration right around the corner (August 10-16) MPCA has begun hearing about the events that Michigan Health Centers are planning. In fact, Health Delivery, Inc. and Western Wayne Family Health Centers have already posted their events on the Health Center Week website. Be sure to post your Health Center's event, as wellit's a great way to increase the visibility of your event among elected officials and potential sponsors. Also check out the helpful resources available on the website including social media tools, updated fact sheets, a media toolkit with templates for letters to the editor and op-eds, and much more. Also, be sure to reach out to your elected officials NOW to invite them to your Health Center during National Health Center Week, and email Dana Lawrence with the details.

Michigan Health Center Network Formation Exploratory Process Underway
Following the successful Network Formation Kickoff event that MPCA hosted on May 20, 2014, we are excited to be taking next steps in a process for Michigan Health Centers to explore formalizing a more closely intertwined provider network. MWCN Offers Employee Satisfaction Survey Electronically
How does employee satisfaction affect your patients’ experience? Did you know that MidWest Clinicians’ Network (MWCN) now offers an electronic version of the Employee Satisfaction Survey (paper still available)? Surveying employees electronically ensures employees of confidential individual responses (results come directly to MWCN); provides a link that can easily be emailed to all employees; saves time with no paper to collect/ship; and reduces paper waste. Click here for more information.

Michigan Health Center Providers, EHR/EDR Trainers, IT Staff Invited to Upcoming "Maximizing the Value of an Electronic Health Record" Event
MPCA is hosting this in-person event in Lansing on June 13 to educate clinicians about practical technological solutions for complex practice problems; demonstrate that technological solutions have matured to the point that they can produce immediate results; and help clinicians realize that practicing medicine can be fun and satisfying with technology as an enabler. "Maximizing the Value of an Electronic Health Record" is open to health care providers, EHR/EDR trainers, IT staff, and any other Michigan Health Center staff who work in the EHR/EDR system on a regular basis. HHS Announces Expanded Services Supplemental Funding Opportunity for Health Center Program Grantees
This week the U.S. Department of Health & Human Services (HHS) announced the availability of up to $300 million in mandatory Health Center Trust Fund dollars under the Affordable Care Act to expand services at America’s Health Centers. The funding will support increased access to comprehensive primary health care services through expanded service hours, increased numbers of medical providers, increased availability of medical services, and, if interested, the provision of services such as oral health, behavioral health, pharmacy, and/or vision services at existing Health Center sites. Applications for Expanded Services funding are due by July 1, 2014. Click here for details about the funding opportunity. U.S. Senate Confirms New HHS Secretary
On June 5, 2014, the U.S. Senate confirmed President Obama's nomination of Sylvia Mathews Burwell as Secretary of the U.S. Department of Health & Human Services (HHS) by a vote of 78-17. Click here to read NACHC's statement.


Healthy Michigan Plan Enrollment Now Over 276,600
As of June 2nd, 276,662 Michiganders are enrolled in the Healthy Michigan Plan. (Enrollment statistics are updated every Monday at 3 pm and posted on the MDCH website.) MPCA has updated its enrollment analysis by county


MDCH Holds Fourth Stakeholder Forum on Integrated Care Demonstration

The Michigan Department of Community Health (MDCH) hosted the fourth public forum on June 4, 2014, to share information about the new CMS-MDCH Integrated Care Demonstration, called MI Health Link, that will integrate all Medicare and Medicaid benefits, rules, and payments into a single coordinated delivery system. The forum also provided an opportunity for dually eligible individuals, their families, providers, and other interested organizations to share feedback on the implementation process. Materials presented during the June 4th stakeholder forum are posted on the MDCH website.  

U.S. Senate LHHS Appropriations Subcommittee Schedules Markup of FY 2015 Spending Bill
This week the U.S. Senate Appropriations Subcommittee on Labor, Health and Human Services (LHHS) announced plans to mark up its fiscal year (FY) 2015 LHHS bill on Tuesday, June 10. Consideration by the full committee is expected shortly thereafter, as soon as Thursday, June 12. It is unclear at this time when the FY 2015 LHHS bill may be moved through the full Senate. Read more

The National Association of Community Health Centers (NACHC) and the Centers for Medicare & Medicaid Services (CMS) are hosting upcoming trainings during which you can learn more about the new Medicare PPS for FQHCs and begin thinking about the impacts this new payment methodology could have on your organization.
  • NACHC Webinar: June 18, 2014, 2-3:30 pm ET
    This webinar may be particularly useful if you were not able to attend the first national provider call that CMS hosted on May 21 (click here for the slide presentation from that call). 
  • Second CMS National Provider Call: June 25, 2014, 1:30-3 pm ET
    Get an overview the operational requirements for the new Medicare PPS
    , including information on billing and claims processing, like the FQHC visit G-codes and associated revenue codes, as well as cost reporting. 

State Legislature Passes State Loan Repayment Bills
Following passage by the Michigan Senate, Senate Bills 648 and 649 passed the Michigan House last week and now await Governor Snyder’s signature to make them law. The bills make important updates to the Michigan Essential Health Provider program, also known as the State Loan Repayment Program. Current law provides loan repayment to primary care providers in exchange for service in designated health professional shortage areas for 2-4 years. The legislation allows eligible dentists to participate in the state loan repayment program, codifying a provision that has been included in Michigan Department of Community Health (MDCH) budget boilerplate since Fiscal Year 1994-95. It also revises the maximum annual state loan repayment amount per participant to $40,000, rather than $25,000; removes a 4-year maximum for participation in the state loan repayment program; establishes a maximum total loan repayment amount of $200,000 per participant; and limits provider group specialty areas that may be given preference by MDCH when enrolling participants in the state loan repayment program to general practice, family practice, obstetrics, pediatrics, or internal medicine.

Michigan House Passes HICA Replacement Bills
Also passing the House last week were Senate Bills 893 and 913, which call for reinstituting the 6% use tax on the state's Medicaid health maintenance organizations. This package of bills won approval with comfortable majorities and addressed one of the nagging fiscal issues holding up finalization of the FY 2015 state budget. 

Agreement Reached on FY 2015 State Budget Targets
This week Governor Rick Snyder, House Speaker Jase Bolger, and Senate Majority Leader Randy Richardville agreed to targets (how much money each department and major budget area will receive) for the fiscal year (FY) 2015 budget so the Appropriations subcommittee chairs can complete work on the budget prior to adjourning on June 12 for summer recess. The target for the Michigan Department of Community Health (MDCH) budget is $3.24 billion. Several Appropriations subcommittees have approved department budgets this week, with others likely to be approved early next week. Senate conference committee members for the MDCH budget are Senators John Moolenaar-Chair (R), Roger Kahn (R), and Vincent Gregory (D). House conference committee members for the MDCH budget are Representatives Matt Lori-Chair (R), Robert VerHuelen (R), and Rashida Tlaib (D). These six people are charged with negotiating a final MDCH budget that stays within the target. The budget they agree on will be sent to the House and Senate floors for approval, and then onto the Governor to be signed into law.

MDCH Provides Clarification on Health Risk Assessment Incentive Payments
Earlier this week, MDCH sent a memo via file transfer to Michigan Health Centers to clarify that incentive payments received for completing Healthy Michigan Plan health risk assessments (HRAs) with patients will be excluded at the time of Medicaid reconciliation. Some Medicaid health plans are remitting HRA incentives in a separate payment (for example in a quarterly “bonus” check) and others are paying the incentive through claims reimbursement. In either circumstance, revenue from HRA incentives will not be counted against applicable Medicaid payment rates in the settlement process. If your Health Center has not received communication from each of the Medicaid health plans you contract with, MPCA encourages you to reach out to your health plan provider representatives for more details.

HRSA Funding for Outreach & Enrollment Services
MPCA has received numerous questions about HRSA’s current and ongoing funding of outreach and enrollment services. What follows is additional explanation and clarification. In July 2013, HRSA awarded $3.8 million in supplemental funding to Michigan Health Centers for outreach and enrollment. These awards included $5,000 in one-time funds and were made for a 12-month period from July 1, 2013, to June 30, 2014. In December 2013, HRSA awarded an additional $2 million in one-time outreach and enrollment supplemental funding to Michigan Health Centers. These awards were solely one-time funding and were intended to be spent by the end of the project period in which the grant was awarded. For the remainder of fiscal year (FY) 2014 (i.e. July 1, 2014, to the start of your next budget period), HRSA will make a partial payment of outreach and enrollment funding. This funding is equal to the amount you received in July 2013 minus the $5,000 one-time funds and prorated for the period of time remaining in FY 2014. For FY 2015 and beyond, HRSA intends to include outreach and enrollment funds equal to the amount of your July 2013 award minus the $5,000 in one-time funding as part of your base grant. HRSA has issued a special set of frequently asked questions specifically focused on Health Center current and ongoing funding which is available for reference on the BPHC website.
