National Health Center Week Just a Little Over One Month Away

This year's National Health Center Week (August 10-16) kicks off in a little over a month. If you haven't posted the details of your Health Center's event(s), we encourage you to post them today on the National Health Center Week website.

Call for Comprehensive Care Conference Presentation and Poster Proposals

MPCA is accepting presentation and poster proposals for the upcoming conference, Putting the Pieces Together for Comprehensive Care, taking place October 15, 2014, at the Radisson Plaza Hotel and Suites in Kalamazoo. The comprehensive agenda will consist of educational and networking opportunities for oral health providers, behavioral health professionals, pharmacy staff, and primary care clinicians at Michigan Health Centers and other community safety net providers. The deadline to submit a presentation proposal or a poster proposal is August 11. Online conference registration will open soon, so watch for more information.

STATE & NATIONAL NEWS

Healthy Michigan Plan Enrollment Update

As of June 30th, 315,578 Michiganders have enrolled in the Healthy Michigan Plan, Michigan's expanded Medicaid program. Enrollment statistics are updated every Monday at 3 pm and posted on the MDCH website. MPCA continues to analyze enrollment by county each week, including the percentage of enrollees by county that are enrolled in a health plan.

Governor Snyder Signs Fiscal Year 2015 State Budget

Last week, Governor Rick Snyder signed the fiscal year (FY) 2015 state budget which takes effect October 1, 2014. "On behalf of Michigan Health Centers and the 600,000-plus patients they serve, Michigan Primary Care Association applauds Governor Snyder, the leadership of both legislative houses, and the Legislators involved in determining the Department of Community Health appropriations for passing a state budget that invests in increasing access to health care services for Michiganders who are most in need," said MPCA CEO Kim Sibilsky in a response statement. Click here to read Kim's response in its entirety. 

Plan First! Extended

On February 28, 2014, the Michigan Department of Community Health (MDCH) issued a proposed policy bulletin that announced Plan First! would be discontinued on July 1, 2014. Plan First! is Michigan's Section 1115 Demonstration Waiver that provides Medicaid coverage for family planning and contraceptive services for women with incomes up to 185% of poverty. MDCH accepted comments on the proposed bulletin, during which time MPCA advocated for the extension of Plan First!, at least until the next Health Insurance Marketplace open enrollment period that begins in November 2014. Last Thursday, July 3, MDCH issued a final bulletin (MSA 14-28) announcing that Plan First! has been "extended for coverage from July 1, 2014, until further notice for beneficiaries who were enrolled in Plan First! on April 1, 2014, or may have been enrolled in Plan First! after April 1, 2014, and have not been determined eligible for full medical coverage." While MPCA advocated for the extension of Plan First! for newly eligible women as well as current beneficiaries, we are pleased to see Plan First! extended for those women already enrolled.

HHS Awards $83.4 Million to Train New Primary Care Providers

On Monday, July 7, 2014, the U.S. Department of Health & Human Services (HHS) announced $83.4 million in Affordable Care Act funding to support primary care residency programs in 60 Teaching Health Centers across the country. Among the recipients are Hamilton Community Health Network, a Michigan Health Center, and the Detroit Wayne County Health Authority. Read more

All 83 Michigan counties will hold elections on Tuesday, August 5, including primaries for the state House and Senate. Click here for the official Michigan primary candidate listing.

Michigan Health Endowment Fund Conducting Listening Tour

The Board of Directors of the Michigan Health Endowment Fund is conducting a listening tour over the next several months to gain a better understanding of the health issues confronting Michigan residents, and to familiarize the public with the purpose of the Michigan Health Endowment Fund. Registration is open for the first session taking place July 21, 1-3 pm ET, at the Kellogg Hotel & Conference Center in East Lansing. Five additional sessions will be scheduled in other regions of the state. The listening tour sessions are open to the general public and representatives of health-related organizations, and serve as an opportunity for participants to respond to questions about health concerns in their community, the barriers preventing people from achieving good health, and approaches that are working well to improve the health and well-being of children and the elderly. Requests for funding are not being accepted at this time.

NACHC Expands Outreach to Hire Veterans

The National Association of Community Health Centers (NACHC) is expanding its outreach to recruit more veterans with the launch of a new video. The video showcases the compelling stories of veterans who work in Health Centers around the country, as well as directs potential veteran recruits to helpful job search resources. Read more

BPHC Hosting Technical Assistance Webinar on Budget Period Progress Report

All Health Center Program grantees requesting non-competitive continuation funding in fiscal year (FY) 2015 must submit a Budget Period Progress Report (BPR). The BPR is a streamlined process for grantees applying for non-competitive continuation funding in HRSA's Electronic Handbooks (EHB). The BPR will be used by HRSA to assess progress and significant changes to approved Health Center Program funded activities. HRSA will release the FY 2015 BPR Noncompeting Continuation instructions soon. Meanwhile, mark your calendar to participate in a technical assistance webinar on July 15 at 2-3 pm ET.

Reminder: Scope Alignment Validation Opportunity Open through July 23

The Scope Alignment Validation (SAV) is a one-time opportunity for Health Centers to view their scope of project in the updated Form 5A: Services, and Form 5B: Service Sites, and to make limited allowable updates in HRSA's Electronic Handbooks (EHB). SAV opened in EHB on Monday, June 30, 2014, and will close on Wednesday, July 23, 2014, at 5 pm ET. Following SAV, Health Centers will be able to submit new Change in Scope (CIS) requests starting Friday, July 25, 2014.
