The 2014 MPCA Annual Conference kicks off on Sunday, August 3 and continues through Tuesday, August 5 at the beautiful Crystal Mountain Resort & Spa. Conference registration closes tomorrow, July 30. Registration Now Open for Comprehensive Care Conference
Registration is now open for the 2014 Putting the Pieces Together for Comprehensive Care conference taking place October 15 in Kalamazoo. This conference is intended to include all disciplines within a Health Center and other community safety net providers, and will include a comprehensive agenda full of educational and networking opportunities for oral health providers, behavioral health professionals, pharmacy staff, and primary care clinicians. MPCA welcomes individuals from all organizations to attend. MPCA is also accepting proposals for presentations and posters—the submission deadline is August 11. PCORI Research Opportunity
MPCA and Michigan State University are now recruiting Michigan Health Centers to participate in a five-year Patient-Centered Outcomes Research Institute (PCORI) Research Opportunity, “Improving Adherence to Effective Coronary Heart Disease Prevention Strategies in Underserved Diabetics." There will be an informational session at the 2014 MPCA Annual Conference and a virtual meeting in mid-August. Updated: MPCA Available to Assist with NAP Applications
On July 8, 2014, the Health Resources & Services Administration (HRSA) announced the availability of $100 million in New Access Point (NAP) funding to expand access to primary care through an estimated 150 new Health Center sites across the country in 2015. Application due dates are August 20, 2014 (Grants.gov) and October 7, 2014 (EHB). MPCA staff members are available to assist with many aspects of the application, including the Need for Assistance Worksheet. Please contact Andrea Charlton, Community Health Planning Manager, with any questions. Additionally, MPCA is convening a review committee to review any and all parts of applications prior to submission—more information will be available soon. If you would like a letter of support for your application from MPCA, Michigan Department of Community Health, or Medicaid, please submit an abstract and a request to Andrea Charlton by August 29, 2014.

Two Federal Appeals Courts Release Conflicting Rulings on Affordable Care Act Health Insurance Subsidies
Last week, two federal appeals courts released conflicting rulings regarding the subsidies which make health insurance more affordable for enrollees in federally-facilitated Marketplace states like Michigan. The U.S. Court of Appeals in the District of Columbia ruled that tax credits (subsidies) are not allowed in the 36 states with federally-facilitated Health Insurance Marketplaces, including Michigan. A few hours later, the Fourth Circuit Court of Appeals in Virginia ruled that the subsidies are available in all states regardless of who is managing the Marketplace. The Obama administration has indicated it will file an immediate appeal in the District of Columbia Circuit Court and ask for the case to be heard by the full 11-judge panel. In the meantime, the decision has no immediate impact on the ability of Michiganders to use premium tax credits to lower the cost of health insurance plans purchase through the Marketplace, including those currently enrolled in Marketplace coverage. MDCH, MPCA, Partners Mourn Loss of Jean Chabut
It is with great sadness that MPCA learned of the passing of Jean Chabut who served as deputy director of the Public Health Administration at the Michigan Department of Community Health (MDCH) from 2003 to 2012 when she retired, and in various roles with MDCH prior to that. “Jean was a dear friend and colleague, of mine and of many of us who worked in making Michigan a healthier and happier place to live. She carried the banner for healthy families, healthy children, and healthy communities. Her vision continues through the work of those of us who learned so much from her and continue to be inspired by her," said MPCA CEO Kim Sibilsky. “Jean was my direct boss for several years while I was at the Michigan Department of Community Health and was an inspiring mentor. She was a trusted colleague and a person of the highest integrity. She was highly respected among all those in Michigan’s Public Health family and will be sorely missed. To have known her was a blessing and an honor,” said Doug Paterson, MPCA’s Director of State Policy. Click here to read a statement released by MDCH Director James K. Haveman on July 28. A memorial service is planned for Saturday, August 16. Jean's family has requested short stories of favorite memories with her. Update on the Michigan Health Endowment Fund
During the July 21st meeting of the Michigan Health Endowment Fund's nine-member Board of Directors, it was announced the Fund has received the first $100 million and plans to immediately distribute $25 million in “pilot grants” to approximately six organizations that, taken together, can address a broad range of opportunities relevant to the Fund's mission. The selected organizations will likely be statewide non-profits with local members, chapters, or affiliates. Each grant will range from $3 million to $5 million and be granted from one to three years. Applicants are expected to be invited in early August with applications due by September 5, 2014. The Grantmaking Committee will review applications in October with recommendations from the committee for funding in October or November. In addition, the Board of Directors is holding a “listening tour” over the next four months to solicit input on priority health issues on which the Fund should focus. The first session of the listening tour was held on July 21 in Lansing with about 80 people in attendance. Five additional sessions have been scheduled for September 4 in Marquette; September 15 in East Michigan; October 20 in Detroit; November 21 in Grand Rapids; and the final session to be held in Traverse City on a date that is yet to be announced. Leadership of Michigan’s Health Centers are encouraged to attend these sessions.
Update on Scope Alignment Validation
The Scope Alignment Validation (SAV) process closed on July 23, 2014, at 5 pm ET. The Health Resources & Services Administration (HRSA) is reviewing all SAV submissions and will follow up in the next 60 days with Health Centers that identified scope inaccuracies that could not be addressed through the SAV deliverable. As of Thursday, July 24, 2014, HRSA is using updated versions of Form 5A: Services and Form 5B: Service Sites to document services and sites within a Health Center’s federally approved scope of project. Click here for more information about SAV. Meanwhile, the Change in Scope (CIS) Module within HRSA's Electronic Handbook re-opened on July 25, 2014, for Health Centers to submit new CIS requests. First National Health Center Week Event Takes Place in Michigan
Last week Alcona Health Center and Thunder Bay Community Health Service met with Congressman Dan Benishek to kick off National Health Center Week celebrations in Michigan. Click here to read about Congressman Benishek's tour of Alcona Health Center's Alpena site and the reception held in his honor. National Health Center Week (NHCW) officially begins August 10 and continues through August 16. Many Michigan Health Centers are hosting events, which are posted on the NHCW website at http://healthcenterweek.org. It's not too late to post your Health Center's event, too!
U.S. Senator Debbie Stabenow Co-leading Health Center Funding Cliff Letter
In recognition of the potentially devastating effects of the Health Center funding cliff— which will result in up to a 70% reduction in federal Health Center funding at the end of fiscal year 2015 unless Congress acts now to avert it—U.S. Senators Debbie Stabenow (MI), Roy Blunt (MO), John Boozman (AR), and Tom Carper (DE) are circulating a bipartisan Dear Colleague letter in the Senate. The letter recognizes the vital role of Health Centers in the health care system and the critical need to fix the Health Center funding cliff. MDCH Accepting Comments on Proposed Policy Regarding Rate Increase for Obstetrical Services
In response to the Michigan Department of Community Health's fiscal year 2015 budget contained in Public Act 252 of 2014, MDCH issued proposed policy 1434-Payment which explains the rate increase for obstetrical services provided on and after October 1, 2014. Section 1862 of the Act directs MDCH to increase Medicaid reimbursement rates for obstetrical services to 95% of Medicare rates. The proposed policy lists the obstetrical services for which rate increases are proposed to go into effect October 1, 2014. MDCH is accepting public comment until August 22, 2014. Each year the Alliance for Immunization in Michigan (AIM) recognizes individuals, community groups, or corporations whose work has consistently contributed to raising and improving immunizations; provided outstanding and recognizable improvement in the immunization process; and/or promoted the cause of immunizations by involving providers and communities in immunization programming. The AIM Coalition is accepting nominations for the 2014 Outstanding Achievement Award by close of business on August 25, 2014.
