2014 MPCA Annual Conference a Success

Over 200 participants, presenters, sponsors, and exhibitors attended the 2014 MPCA Annual Conference, "Strength in Numbers," August 3-5 at Crystal Mountain Resort. Experts presented during general and breakout sessions on topics ranging from business best practices, to strategic opportunities in the network formation exploratory process, to HIV and HCV testing, among many more. Michigan Health Centers Invited to Informational Session About New Research Opportunity

MPCA's Clinical Services Team has been working with a research team from Michigan State University to bring to Health Centers the opportunity to participate in the development and implementation of a proposal for a Patient Centered Outcomes Research Institute (PCORI) grant. The MSU research team has developed a proposal and is now accepting applications for a five-year project focused on improving adherence, patient-provider decision making, and exploring the use of decision making tools including mobile health technologies among diabetic patients with cardiovascular disease. MPCA's Fund Development Network Releases Results of Analysis

MPCA’s newly formed Fund Development Network is in the process of developing a webinar series for Michigan Health Center staff to learn more about the fund development process. The webinar series is being developed based on survey responses from Health Center management staff and input from the Fund Development Network members, and is scheduled to begin in September. A summary of the survey responses is available in both graphic and written form. If you have an interest in learning more about the fund development process or would like to join the Fund Development Network, contact Ryan Grinnell, MPCA's Workforce Development Specialist, for more details.

National Health Center Week Underway in Michigan and Across the Country

National Health Center Week 2014 officially kicked off this past Sunday, August 10. Click here to read MPCA's press release that celebrates Health Centers as "local engines for healthier communities" and highlights the proclamation issued by Governor Rick Snyder. So far this week, President Barack Obama issued a Presidential proclamation; NACHC released data and three new info graphics highlighting the economic and community impact of Health Centers; many successful events have already taken place; and the #NHCW2014 buzz on social media and in local media has been tremendous. There's more to come! Special recognition of Public Housing Health Centers Day will take place on August 12; Health Care for the Homeless Day on August 13; and Farmworker Health Day on August 14. Lastly, mark your calendar to join a national teleforum celebration on August 13 at 3 pm ET hosted by HHS Secretary Burwell, HRSA Administrator Dr. Wakefield, and NACHC leadership including CHASS CEO Ricardo Guzman. HHS Issues Final Rule Finalizing New ICD-10 Deadline

The U.S. Department of Health and Human Services (HHS) issued a rule finalizing October 1, 2015, as the new compliance date for health care providers, health plans, and health care clearinghouses to transition to ICD-10. Read more

Bipartisan Health Center Funding Cliff Letter Now Circulating in the U.S. House

The bipartisan House Health Center Funding Cliff letter led by Representatives Kay Granger (TX), Gene Green (TX), Leonard Lance (NJ), and David Price (NC) is open for signatures. Please reach out to your U.S. Representatives to request that they sign on to this letter addressed to Speaker Boehner and Minority Leader Pelosi to publicly state their support for the Health Center program and a responsible, bipartisan solution to the looming Health Center Funding Cliff. A companion letter is circulating in the Senate, which is being led by Senator Debbie Stabenow of Michigan along with Senators Roy Blunt (MO), John Boozman (AR), and Tom Carper (DE). Please take a minute to thank Senator Stabenow for her leadership and support of Health Centers. Both the Senate and House Dear Colleague letters and a current list of signers can be viewed on the Funding Cliff section of the NACHC website.

Congress Passes Legislation to Improve Veterans' Access to Health Care

As reported in the NACHC Washington Update, Congress recently passed legislation to provide $17 billion in emergency spending to improve access to care for veterans who either cannot get a timely appointment or who live more than 40 miles from a VA facility. Under this legislation, veterans who meet these qualifications can choose to seek care from any provider participating in Medicare, an FQHC, the Department of Defense, or the Indian Health Service, with a guarantee from the VA that those services will be reimbursed at Medicare rates, up to $10 billion in total. Support for the final legislation was nearly unanimous, passing by a vote of 91-3 in the U.S. Senate and 420-5 in the U.S. House. Click here for a summary of the legislation.

NACHC Hosting Medicare PPS One-day Implementation Trainings

NACHC is hosting day-long trainings on the new Medicare PPS rules that CMS finalized this spring, which require that Health Centers begin to transition to the new Medicare PPS rate on October 1, 2014. FQHCs will transition to the new payment system based on the end of the annual cost reporting period. Click here to determine when your Health Center needs to implement these changes, and for more information on the one-day implementation trainings that NACHC is hosting on various dates and in various locations across the country beginning in September. MPCA will incorporate peer conversations regarding PPS implementation in our upcoming EHR User Group meetings including the August 20th NextGen User Group meeting and the August 27th SuccessEHS User Group meeting. In addition, MPCA will launch a Medicare PPS training webinar series in September to reinforce key implementation concepts. HRSA Releases FTCA Health Center Policy Manual

The Federal Tort Claims Act (FTCA) Health Center Policy Manual is the primary source for information on the FTCA program for Health Center Program grantees. It has been updated to reflect recent amendments to the FTCA Health Center regulations. Read more

Update on Healthy Michigan Plan Enrollment

As of Monday, August 11th, 355,699 Michiganders are enrolled in the Healthy Michigan Plan (Michigan's expanded Medicaid program). Each week the Michigan Department of Community Health (MDCH) posts updated enrollment statistics and MPCA provides a county-by-county analysis (scroll to Activate and Enroll > HMP Assister Tools > Healthy Michigan Plan Enrollment Report by County).

Michigan Residents Urged to Vaccinate, Protect Against Whooping Cough

As Michigan continues to see new cases of pertussis (whooping cough) this year, the Michigan Department of Community Health (MDCH) is reminding residents during National Immunization Awareness Month of the importance of being up-to-date on all vaccinations including pertussis. Through the end of July, Michigan has seen 546 cases, about 45% more than in the same period of 2013. Several other states, including Ohio, California, and Florida, are reporting similar increases. Read more

Michigan Selected to Join National Project to Reduce Prescription Drug Abuse

The National Governors Association (NGA) has selected Michigan to participate in a program focused on reducing prescription drug abuse throughout the United States. The Michigan Department of Community Health (MDCH) will spearhead Michigan’s role in the year-long Policy Academy on Reducing Prescription Drug Abuse program to develop a comprehensive, statewide action plan. Read more
