Bipartisan "Dear Colleague" letters are circulating in the U.S. House and Senate which support Health Centers and call on Congressional leadership to work toward a solution to the looming Health Center funding cliff. MPCA Adopts New Board Structure

As of the August 2014 convening of the MPCA Board of Directors, the board is now configured under a regional model based upon the distribution of MPCA's Michigan Health Center members in eight regions of the state (as opposed to the historical model of every Active Member having a seat on the Board of Directors). Throughout 2013, MPCA explored various options for restructuring the Board of Directors to be more dynamic and adaptable. After reviewing bylaws from other associations and Primary Care Associations, MPCA's Membership and Governance Committee and Board of Directors determined that MPCA would move to a regional model with an 11-member board comprised of eight executive directors from member Health Centers who serve as regional board representatives, one board member representing the Health Center Board Member Committee, one board member representing the Clinical Services Committee, and one board member representing the Finance Officers Network. The Executive Committee consists of board president, president-elect, treasurer, secretary, and the Health Center Board Member Committee chair. MPCA's Chief Executive Officer serves on the Board and Executive Committee as an ex officio member.

MDCH Director Haveman Steps Down

On August 28, Governor Rick Snyder announced that he accepted the resignation of Michigan Department of Community Health (MDCH) Director Jim Haveman, who is stepping down effective September 12 to focus on his health. Deputy Director Nick Lyon has been appointed as the next director. "We have so greatly enjoyed the partnership that has developed between Director Haveman and Michigan’s Health Centers. We will miss him, but look forward to working closely with Director Lyon as Michigan continues to strive to meet and exceed the goals set for us all by Governor Snyder," said Kim Sibilsky, CEO, MPCA. “Jim was the right person, in the right job, at the right time” said Doug Paterson, Director of State Policy, MPCA. “I truly believe that he was a major factor in the passage of the Healthy Michigan Plan (Michigan’s Medicaid expansion). We will be forever grateful for all he did to advance the mission of MPCA and Michigan Health Centers increasing access to all.”

 

HRSA Issues Updated Process for Change in Scope Submission, Review, and Approval Timelines

The Health Resources & Services Administration (HRSA) has issued Program Assistance Letter (PAL) 2014-10 to update existing Health Center Program Change in Scope (CIS) processes and clarify how timelines for CIS submission and review align with existing scope policies. This PAL applies to Health Center Program grantees and FQHC Look-Alikes. 

 

HHS Awards Funding to Support Patient Centered Medical Homes in Health Centers

Last week, U.S. Department of Health and Human Services Secretary Sylvia M. Burwell announced over $35 million in Affordable Care Act funding to support Patient Centered Medical Homes in 147 Health Centers nationwide, including seven Michigan Health Centers, through new construction and facility renovations. Congratulations to Baldwin Family Health Care, Community Health & Social Services (CHASS) Center, Health Delivery Inc., Ingham Community Health Centers, InterCare Community Health Network, MidMichigan Community Health Services, and The Wellness Plan Medical Centers. Read more


CMS Finalizes EHR Meaningful Use Rule, Allowing for Flexibility

On August 29, the Centers for Medicare & Medicaid Services (CMS) finalized a rule allowing hospitals and eligible professionals more flexibility in how they meet meaningful use requirements for the electronic health record incentive program. MDCH Announces Rate Increases for Obstetrical Services

The fiscal year 2015 state budget, which goes into effect October 1, 2014, includes increased Medicaid reimbursement rates for obstetrical services to 95% of Medicare rates. The Michigan Department of Community Health's (MDCH) Medical Services Administration issued bulletin 14-32 on August 28, listing the obstetrical services for which the rate increase will be implemented on and after October 1, 2014.

 

Healthy Kids Dental Contract Expansion Effective October 1

Effective October 1, 2014, the Michigan Department of Community Health (MDCH) will expand the Healthy Kids Dental contract with Delta Dental Plan of Michigan to administer the Healthy Kids Dental Benefit in Kalamazoo and Macomb counties. Medical Services Administration bulletin 14-33, distributed to dentists and dental clinics on August 28, provides information regarding participation, policies, procedures, and reimbursement. 

 

New Regulations on HCPs Effective October 6

The U.S. Drug Enforcement Administration (DEA) has issued a final rule that, effective October 6, 2014, hydrocodone combination products (HCPs) will be reclassified as schedule II under the Controlled Substances Act (CSA). Under the CSA, every controlled substance is classified into one of five schedules based on its potential for abuse, currently accepted medical use in treatment in the U.S., and the degree of dependence the drug or other substance may cause. As a result of this new classification, DEA registrants (e.g. physicians, pharmacies, distributors) will be required to adhere to more stringent security and record keeping requirements with respect to HCPs. Click here for a fact sheet that contains a general summary of the effects of the rescheduling.   

 

Call for Nominations: 2014 Million Hearts® Blood Pressure Control Champions

Clinicians, practices, and health systems that provide primary care and have achieved hypertension control rates greater than 70% are eligible to enter for the Million Hearts® Hypertension Control Challenge. This is a national initiative of partners from across the public and private sector, including the U.S. Department of Health and Human Services. In 2012 and 2013, Million Hearts® recognized Hypertension Control Champions for their success in achieving hypertension control among their patient populations with high blood pressure, and this year they want to recognize even more champions. The Challenge is open through October 10, 2014. Click here for more information and to enter.
