Health Center Funding Cliff Letter Closes September 12: Please Ask Your U.S. Representative to Sign 

As we've reported in past issues of the MPCA eUpdate, bipartisan "Dear Colleague" letters are circulating in the U.S. Senate and House that support Health Centers and call on Congressional leadership to work toward a solution to the looming Health Center funding cliff. Thank you to Senator Debbie Stabenow of Michigan for co-leading the Senate letter and Senator Carl Levin for signing on. As of the distribution of this eUpdate, Congressman Sander Levin is the only U.S. Representative from Michigan who has signed the House letter. The sign-on deadline for the House letter is September 12. Please click here to contact your U.S. Representative today to ask him/her to sign the House Health Center funding cliff letter—it is critical that a large number of U.S. Representatives on both sides of the aisle sign on to show broad bipartisan support for averting the funding cliff. Click here to stay up-to-date on the most current co-signers.



MPCA Launching Centering Model of Care & Learning Community with Pre-application Webinar September 9

MPCA is pleased to have received funding from the Michigan Department of Community Health (MDCH) to provide support for Michigan Health Centers' transformation to offer group prenatal care through the Centering® model of care. MPCA's clinical staff has worked with MDCH and the Centering Healthcare Institute (CHI) to develop a plan for providing support for start-up costs and implementing a Learning Community with selected Michigan Health Centers to fully implement the Centering® model. Health Centers will be selected through a competitive application process based on readiness for transformation and on populations/services of focus. MPCA is hosting a pre-application webinar on September 9, 2014, at 10-11 am ET to provide an overview of the project's scope, eligibility requirements, application, and implementation timeline. Click here to register, and visit to learn more about the Centering® model of care and Learning Community.

Michigan House Committee Hearing Testimony on Senate Bill 2

The Health Policy Committee of the Michigan House of Representatives, chaired by Representative Gail Haines, is hearing testimony today, September 9 on Senate Bill 2 (SB 2) which establishes criteria for advanced practice registered nurse (APRN) designation in Michigan. SB 2 provides independent practice and prescriptive authority guidelines for such practitioners and passed the Michigan Senate in November 2013. MPCA has formally indicated support for SB 2 and has requested to testify at today's hearing. Kim Sibilsky, CEO at MPCA, and Dr. Brenda Coughlin, President/CEO at Health Delivery, Inc. will deliver MPCA's testimony. A copy of the testimony and a summary of the hearing will be posted on the MPCA website and included in the September 16th issue of the MPCA eUpdate.

Healthy Michigan Plan Enrollment Update

As of Monday, September 8th, 375,744 Michiganders are enrolled in the Healthy Michigan Plan (Michigan's expanded Medicaid program). Each week the Michigan Department of Community Health (MDCH) posts updated enrollment statistics and MPCA provides a county-by-county analysis, which includes health plan enrollment and the estimated eligible enrolled.


MDCH Hosting Stakeholder Forum on MI Health Link September 11

On September 11 (10 am-12 pm), the Michigan Department of Community Health (MDCH) is hosting a public forum on MI Health Link, the state’s plan to integrate care for individuals who are dually eligible for Medicare and Medicaid. The forum will be held at Northern Michigan University in Marquette (Great Lakes rooms at the Bottum University Center). MDCH is also providing a conference line for interested stakeholders to participate by phone (250 lines available on a first come first served basis). Prior to the forum, the agenda and presentation will be available on the MI Health Link website at


Registration Open for 2014 MDCH Fall Regional Immunization Conferences

These conferences have been offered annually for the past 20 years to update health care providers on immunization issues. Registration for the 8 one-day conferences is now open. Click here for information on dates and locations, keynote speakers, program summary, and to register online.


Increases in Severe Respiratory Illness in Pediatric Children

The Michigan Health Alert Network distributed information on September 8, 2014, about recent reports indicating increases in severe respiratory illness in pediatric children associated with Enterovirus-D68 infection. The Michigan Syndromic Surveillance System detected an increase in emergency department visits over this past weekend due to respiratory illness in children ages 5-17. A number of health care facilities have also reported suspect cases or clusters of illness in Michigan. The Centers for Disease Control and Prevention (CDC) requests NP swabs (preferred), serum (1/2 to 1 mL), and CSF (if the child has neurologic signs). All specimens will be processed by the MDCH Bureau of Laboratories but submissions must first be approved by MDCH Bureau of Disease Control, Prevention and Epidemiology. U.S. Senator Bernie Sanders of Vermont Introduces Legislation for Averting Funding Cliff

Last week U.S. Senator Bernie Sanders (I-VT) introduced legislation to avert the primary care funding cliff. His bill would authorize $25 billion over five years in new funding for Health Centers. Another $4.9 billion would be set aside from 2016 to 2020 for the National Health Service Corps to provide scholarships and loan repayments for health care professionals committed to practice in underserved areas. The measure also would increase the number of Health Centers providing residency training through the Teaching Health Center Graduate Medical Education program. Read more

HHS Announces $60 Million in Navigator Grant Awards

On September 8, 2014, Health and Human Services (HHS) Secretary Sylvia M. Burwell announced $60 million in Navigator grant awards to 90 organizations in 34 states with federally-facilitated and state partnership Marketplaces. Among the recipients from Michigan is American Indian Health & Family Services of Southeastern Michigan, Inc., an MPCA member, in addition to the Arab Community Center for Economic & Social Services (ACCESS), Michigan Consumers for Healthcare, Midwest Asian Health Association (MAHA), and Forest County Potawatomi Community. These awards support preparation and outreach activities in year two of marketplace enrollment and build on lessons learned from last year. The open enrollment period for 2015 coverage is November 15, 2014, to February 15, 2015.


Full D.C. Appeals Court to Rehear ACA Subsidies Case

Last week the District of Columbia U.S. Circuit Court of Appeals said the full 11-member court will rehear Halbig v. Burwell, the case in which it ruled on July 22, 2014, that Americans could not receive subsidies to help pay for plans in the Health Insurance Marketplace. Oral arguments will begin December 17. Many advocates believe the full appeals court hearing will result in a more favorable decision reversing the original panel’s ruling. Read more

CVS Ends Tobacco Sales

CVS announced last week that it will stop selling cigarettes and all tobacco products at its more than 7,600 stores nationwide by October 1, 2014. The company has also changed its name to CVS Health to reflect its "broader health care commitment and expertise in driving the innovations needed to shape the future of health." Read more
