MPCA Accepting Applications for Oral Health Program Technical Assistance Opportunity 

MPCA is pleased to announce that it has been chosen to participate in the DentaQuest Foundation’s Strengthening the Oral Health Safety Net (SOHSN) initiative as a state primary care association partner for the third consecutive year. SOHSN addresses the challenges that Health Centers, as safety net providers, face in providing comprehensive primary and preventive services to improve the oral and overall health of people who might otherwise go without the care they need, were it not for their local Health Center. MPCA is accepting applications from Michigan Health Centers interested in participating in this exciting opportunity to grow and improve their oral health program. Michigan Health Centers that are considering or are in the planning stages of starting an oral health program are also eligible to participate. The application deadline is October 28, 2014. Michigan Health Centers selected to participate in this initiative will receive in-depth practice management technical assistance from Safety Net Solutions that is valued at $45,000. Click here for more information about the initiative. Michigan Vigilant Against Threat of Ebola

Governor Rick Snyder announced in a press release last week "that although there is no immediate threat of Ebola in Michigan, the state is vigilantly working with the health and medical community to be prepared to deal with any threat the virus could pose in Michigan." The clinical team at MPCA is closely monitoring the situation and resources. Some specific recommendations have been released for health care facilities (not all hospital specific) and health care providers that are both practical and essential as we refresh/prepare our Health Centers and staff to manage patients with infectious diseases, such as those below:

Governor Snyder Signs Legislation to Help Veterans with Dental Experience Return to Civilian Workforce

On October 10, Governor Rick Snyder signed legislation to make it easier for veterans with experience in the dental field to re-enter the civilian workforce. HB 5248 (which is now Public Act 305) waives the fee for veterans with military experience as a dental specialist when applying for a license as a civilian dental assistant. Read more

Healthy Michigan Plan Health Risk Assessment Training Now Available

As of October 13, the Healthy Michigan Plan (HMP) now provides health care coverage for 415,504 low-income Michigan residents. Nearly 80% of the HMP beneficiaries are enrolled in a health plan, and that number continues to grow each month. (Click here for MPCA's latest county-by-county analysis, which includes health plan enrollment and the estimated eligible enrolled.) Those enrolled in a health plan are also a part of the Healthy Behaviors Program which encourages beneficiaries to engage with primary care providers, complete a Health Risk Assessment (HRA), receive preventive care, and identify health goals and healthy behaviors. The Michigan Department of Community Health (MDCH) has developed a new online training module which details the HRA process and Healthy Behaviors Program. The course was created specifically for health care providers who serve HMP beneficiaries. Participants will learn more about unique components of the HMP and the role of primary care providers serving HMP beneficiaries. 


340B Program Registration Open Until October 15

To participate in the 340B Drug Pricing Program, eligible organizations/covered entities, including Health Centers, must register and be enrolled with the 340B program and comply with all 340B program requirements. New registrations for Health Center Program grantees and Look-Alikes are currently being accepted until October 15, 2014, for a January 1, 2015, start date. Note that any sites must have an ‘active’ status in the Health Center’s scope of project (Form 5B: Service Sites) in order to complete the site’s registration for the 340B program. Click here for 340B eligibility requirements and more registration information.


HRSA's Final Sliding Fee Discount Program Policy

On September 22, 2014, the Health Resources and Services Administration (HRSA) issued the final policy on “Sliding Fee Discount and Related Billing and Collection Program Requirements” (Policy Information Notice #2014-02). The new policy, which applies to Health Center Program grantees and FQHC Look-Alikes, clarifies various aspects of the Sliding Fee Discount Program (SFDP) and went into effect upon publication. With this issuance, the PIN is now the primary policy resource for Health Centers for the development and application of the SFDP. Thus, it supersedes all prior guidance issued with respect to this specific matter. In addition to the new policy, HRSA also issued a document in which it responds to the comments submitted on the draft PINClick here for the details of the PIN as outlined on NACHC's Policy Shop blog. MPCA staff will be providing a detailed review of the policy during the December Finance Network meeting.
