Please Take Action: Email Your Members of Congress This Week

Health Center advocates in Michigan and all across the country are being called on to email their Members of Congress this week—October 27-31, 2014—to send a loud, clear, and unmistakable message that Congress must act immediately to fix the Health Center funding cliff. Click here to email your Members of Congress TODAY, and then ask your co-workers, colleagues, partners, friends, and family to email their Members of Congress this week, as well. It is critical that every Member of Congress receive a flood of emails this week asking them to fix the cliff before the end of the year. Click here to read why this is so important.


Every Health Center Asked to Take Three Action Steps During Phase Two of Access is the Answer Campaign

The goal of phase two of the Access is the Answer campaign is for Congress to pass a fix to the Health Center funding cliff by the end of 2014. Every Health Center across the country is asked to take these three action steps to help make this happen:

  1. Collecting Local Support Letters in your community: Visit the Local Support Letter webpage on the campaign website to access letter templates and instructions.
  2. Publishing at least 1 piece of local media regarding the potential impact of the Health Center Funding Cliff before the end of 2014: Visit the Local Media Placement webpage of the campaign website to access templates and instructions.
  3. Educating candidates and newly elected officials about the vital role your Health Center plays in the community and the urgent need to Fix the Health Center Funding Cliff: Visit the Candidate & New Member Education webpage of the campaign website for more information, tools, and resources. 


MPCA Launches New Online Resources for Health Coverage & Enrollment Assistance

During the successful outreach and enrollment event that MPCA hosted on October 23, 2014, in Lansing in collaboration with Enroll Michigan and the Georgetown University Public Policy Institute, MPCA launched the new website This resource is designed to help Michiganders who have recently applied for health insurance learn to complete enrollment and make the most of their health coverage. Please share this website far and wide! MPCA also unveiled its updated online Outreach & Enrollment Toolkit, which contains updated resources and tools for building an outreach and enrollment program, including enrollment assister tools, customizable outreach materials, supplementary training opportunities, and data sources. We are continuing to add information in preparation for the upcoming Health Insurance Marketplace Open Enrollment period: November 15, 2014 to February 15, 2015. Please contact with any questions.


Strengthening Oral Health Safety Net Application Due October 28

If your Michigan Health Center is interested in participating in MPCA's Strengthening the Oral Health Safety Net initiative (SOHSN) through funding and support from DentaQuest Foundation, the deadline to apply is October 28, 2014. Michigan Health Centers selected to participate in this initiative will receive in-depth practice management technical assistance from Safety Net Solutions that is valued at $45,000. This is a tremendous opportunity to grow and improve your Health Center's oral health program. Click here to access the application. Ebola Update

New developments related to the Ebola outbreak in West Africa and the U.S. health care systems' preparedness efforts for detecting, protecting, and responding continue to evolve. MPCA's clinical team continues to monitor and evaluate the latest updates and resources released by the Centers for Disease Control and Prevention (CDC), Health Resources and Services Administration (HRSA), Assistant Secretary for Preparedness and Response (ASPR), and Michigan Department of Community Health (MDCH). Updates and resources are vetted for their relevance to Michigan Health Centers as ambulatory care settings, and those deemed applicable are posted on MPCA's new Ebola webpage at (updates and resources are listed in reverse chronological order of their distribution and the source is identified). As soon as the recordings of the NACHC teleforum and Bureau of Primary Health Care's all programs webcast held October 23rd are available, we will post them under the National Resources section of MPCA's Ebola webpage.


November 4th Election Just Days Away

With the November 4th general election just one week away, it is important to take time to prepare. Visit the Michigan Voter Information Center where you can see a sample ballot specific to you, and get information about your polling location and voting by absentee ballot. Polls will be open in Michigan on November 4th from 7 am through 8 pm. Instructions for what every Michigan voter should know, including Michigan's voter identification requirement, are available online in English and Spanish. Report Shows Appropriate Planning Key to Success of Healthy Michigan Plan Rollout

The New England Journal of Medicine recently published a report of research conducted at the University of Michigan about the initial success of the state's expanded Medicaid program. Click here to read Launching the Healthy Michigan Plan—the First 100 Days. As of October 20th, 424,582 beneficiaries are enrolled in the Healthy Michigan Plan. Click here for MPCA's latest county-by-county analysis, which includes health plan enrollment and the estimated eligible enrolled.


Bureau of Primary Health Care Announces New Organizational Structure

During the all programs webcast held October 23, the Bureau of Primary Health Care (BPHC) announced its new organizational structure aimed at promoting collaboration through realigning related functions and providing a more conducive environment for supporting BPHC programs and activities. The new organization structure was published in the Federal Register on October 23.


340B Drug Pricing Program Assessment being Integrated with Health Center Program Site Visits

As explained in the Bureau of Primary Health Care's Primary Health Care Digest distributed October 22, all Operational Site Visits (OSVs) conducted on or after October 1, 2014, for Health Centers that also participate in the 340B Drug Pricing Program will include a brief assessment of compliance with 340B program requirements. The intent is to coordinate across HRSA programs, effectively utilize HRSA resources, and reduce burden on Health Centers. OSV consultants will assess 340B compliance using a set of standard questions. The responses to these questions will be shared directly with HRSA’s Office of Pharmacy Affairs for review and follow up as needed. Health Centers can direct any questions about 340B compliance to Meanwhile, HRSA is hosting a 340B audit readiness webinar series, with the first webinar taking place this Wednesday, October 29 at 2-3 pm ET focused on a systematic approach to verifying, documenting, and maintaining covered-entity eligible for participation in the 340B program. Click here for more information and to register for this webinar. HHS Announces the Transforming Clinical Practice Initiative

Last week HHS Secretary Burwell announced an $840 million initiative to improve patient care and lower costs. The Transforming Clinical Practice Initiative will fund successful applicants who work directly with medical providers to rethink and redesign their practices, moving from systems driven by quantity of care to ones focused on patients' health outcomes and coordinated care.


Governor Snyder Issues Executive Directive for State Government Hiring People with Disabilities

Governor Rick Snyder issued an executive directive on October 27, calling for new policies and training across state agencies and departments to "provide a welcoming environment for people with disabilities, encouraging them to work in state government in a competitive, integrated setting."


Disparities Leadership Program Accepting Applications for 2015-16 Class

The Disparities Solutions Center at Massachusetts General Hospital is now accepting applications for the 2015-2016 Disparities Leadership Program (DLP), which kicks off with an in-person meeting in Boston May 19-20, 2015. The DLP is a year-long, hands-on executive education program focused exclusively on helping health care leaders achieve equity in quality. A letter of intent to apply is due December 12, with the application due by February 13, 2015.
