Access is the Answer Phase 2 Continues—Your Health Center's Participation is Needed!

It is critical that EVERY Health Center continues taking action in phase 2 of the Access is the Answer campaign to urge Congress to act to fix the funding cliff. Click here to access MPCA's new webpage that includes Michigan-specific information to assist your Michigan Health Center in determining the local impact and then educating your Members of Congress about how that will affect the constituents and communities they serve. Kudos to Family Health Care CEO Kathy Sather on publishing an editorial in the Cadillac News last week about the funding cliff! Getting one piece of local media published by the end of 2014 is one of the phase 2 action steps every Health Center is asked to take.

MPCA Launches Centering® Model of Care Learning Community

MPCA launched the first cohort of the new Centering® Model of Care Learning Community last week with an orientation session in Lansing led by experts from Centering Healthcare Institute. Staff from the three participating Michigan Health Centers—Hackley Community Care Center, Health Delivery Care, Inc., and Family Health Center of Battle Creek—also had the opportunity to network as they began their work of transforming to offer group prenatal care. A second cohort of 3-4 additional Health Centers is possible in Summer 2015, so watch for more information. 

 

340B Pharmacy Network Convenes for In-Person Networking Meeting

The 340B Pharmacy Network—consisting of Michigan Health Center pharmacists, pharmacy staff, and personnel who work with contract pharmacies—convened for an in-person meeting at MPCA last week to discuss pharmacy-related "hot topics." Interested in learning more about the 340B Pharmacy Network and the other peer communication networks that MPCA hosts? Click here.

 

MPCA Welcomes New Staff Members

MPCA welcomes two new staff members to the MPCA family. Llekken Neal is serving as MPCA's new Program Coordinator and will assist with shortage designations, data requests, and community health needs assessments. Renee Ricks serves as Administrative Assistant with the MidWest Clinicians' Network.

 

MPCA is Hiring: Program Specialist, Health Center Operations & Policy

This position coordinates programmatic activities including policy support and advocacy, proposal development and reporting, and monitoring requirements for multiple grants and contracts. Click here to learn more and please share with individuals who might be interested.

 

Hypertension Training Module for Medical Assistants

Over the past month, MPCA has released new educational modules designed for individual or group training of Medical Assistants. The first two modules focus on the disease processes of diabetes and asthma, and the specific role of the Medical Assistant as a member of the team caring for patients with these chronic conditions. A third module is now available focused on hypertension. Click here to access all three modules on the MPCA website.

Michigan State Loan Repayment Application Period Begins January 1

The fiscal year 2016 application period for the Michigan State Loan Repayment Program (MSLRP) will begin January 1, 2015, and continue through April 30, 2015. Information about the MSLRP and new application forms are available on the MSLRP website. Implementation Timeline Change for MI Health Link Announced

The Michigan Department of Community Health (MDCH) announced this week a change to the implementation timeline for MI Health Link, Michigan's demonstration project to integrate care for individuals eligible for both Medicare and Medicaid. MDCH has changed the start date from January 1 to March 1. Enrollment will begin in February 2015.

 

HHS Withdraws Proposed 340B Drug Pricing Program "Mega Regs"

Last week the U.S. Department of Health and Human Services (HHS) withdrew its proposed 340B Drug Pricing Program regulations ("Mega Regs") that it had submitted to the White House Office of Management and Budget back in April. The Health Resources and Services Administration posted on its website that it instead plans to issue and accept public comment in 2015 on proposed guidance that will address key policy issues. Read more


BPHC Announces Scope Alignment Validation Follow-up Actions

The Bureau of Primary Health Care (BPHC) has completed its analysis of Health Center Scope Alignment Validation (SAV) submissions and will be taking a number of actions to correct Forms 5A and 5B, consistent with Health Center comments. These actions and associated timelines are outlined in the SAV Follow-up Actions document on the BPHC Scope of Project website. Please note that some Health Centers will need to initiate further action to correct their Forms 5A and/or 5B consistent with BPHC scope of project policy; therefore, Health Centers are encouraged to access their Scope of Project forms in the Electronic Handbook (EHB) shortly after December 5 and review SAV updates that HRSA has processed.

 

New HRSA Site Visit Guide Goes Into Effect December 1

The Health Resources and Services Administration (HRSA) has issued a new Health Center Program Site Visit Guide for fiscal year 2015, which will go into effect on December 1, 2014. While revisions were made to five of the requirements, as explained by Feldesman Tucker Leifer Fidell, all Health Centers and Look-Alikes should carefully review the entire guide. Watch for additional information coming from MPCA and NACHC.

 

HRSA to Fund Existing Teaching Health Centers into Next Academic Year

The Health Resources and Services Administration (HRSA) announced last week that the Teaching Health Center Graduate Medical Education (THCGME) program will support academic year 2015-2016 residency training through funding to be made available in July 2015. As explained in the NACHC Washington Update, because of the looming expiration of funding for the THCGME program, HRSA has estimated the amount available per resident will be $70,000. HRSA is not planning a new competition, but rather will give priority to existing residents. As part of the broader effort to address the Primary Care Cliff, NACHC has been advocating for extending funding for Teaching Health Centers, as well as Health Centers and the National Health Service Corps, and recently organized a letter signed by more than 100 national organizations calling on Congress to address the issue in the lame duck session.

 

Medicaid & CHIP Enrollment Grows by Over 9.1 Million People

The most recent enrollment report shows that over 9.1 million additional people now have coverage through Medicaid and CHIP. Enrollment in states that expanded Medicaid has risen by approximately 23 percent since before open enrollment in the Marketplace began a year ago. As of November 17, 2014, enrollment in the Healthy Michigan Plan exceeds 450,000 beneficiaries. MPCA's Healthy Michigan Plan Enrollment by County Report is updated bi-weekly to reflect new enrollment numbers and health plan enrollments as reported by the Michigan Department of Community Health.
