Next Steps for "Access is the Answer" Campaign

The March "Access is the Answer" petition drive was just a first step in the "Access is the Answer" campaign. Every Health Center now has the opportunity to collect 5 letters of support from local elected officials (such as the mayor, city council members, or other city, township, county, and state elected officials) and 10 letters of support from community partners (such as local hospitals, chambers of commerce, business partners) to continue the “Access is the Answer” campaign. These letters will ask Congress and the President to act immediately to ensure the Health Center Program has adequate funding and resources to continue serving millions of patients in need. Once your Health Center has obtained local support letters please report your results to NACHC, and then schedule in-person visits with your Members of Congress at your Health Center or in their local offices while they are home for Congressional Recess Weeks to deliver signed petitions and local support letters. The deadline to collect local support letters is May 31.

MPCA and MidWest Clinicians' Network Welcome New Administrative Assistant

MPCA and the MidWest Clinicians' Network (MWCN) welcome Cindy Bor as the new Administrative Assistant for MWCN. In her role, Cindy will assist with general administrative duties and provide support to various projects within MWCN and MPCA.

Save the Date: Upcoming Registration for MPCA Events

Please mark your calendars for two upcoming MPCA-sponsored training events in May—"Successfully Securing and Managing Grants" and "Triple Play: Addressing Multiple Initiatives, Data, and Sustainability." These trainings will be held on May 6 and May 21, respectively, in the Greater Lansing Area. Due to a technology change with MPCA's online event registration, the registration for these events will open on April 22, 2014, at Although the registration is delayed, you can make your hotel reservations now. Please note the hotel deadline date for each event at the discounted group rate cannot be guaranteed after these dates. MidMichigan Community Health Services Names New Executive Director

MidMichigan Community Health Services is now being led by Executive Director James Raschke, the organization’s financial director. Raschke was appointed by the Board of Directors of MidMichigan Community Health Services to replace Darrell Milner, long time executive director. Milner will now be president and special projects consultant as he moves into partial retirement. Read more

Healthy Michigan Plan Enrollment Now Over 100,000

After two weeks of open enrollment for the Healthy Michigan Plan, a total of 109,228 Michiganders have enrolled in the state's new expanded Medicaid program. Of that number, more than 59,000 have enrolled since April 1. That means the state is nearly one-third of the way to its first-year enrollment goal. The Michigan Department of Community Health plans to post Healthy Michigan Plan enrollment data online every Tuesday at 3 pm ET. HICA Fix Unanimously Passes House Appropriations Subcommittee

In a surprise move on April 17, Representative Matt Lori offered an amendment to the budget that had been voted out of his own committee that would provide General Fund monies in the amount of $110 million to fix the revenue shortfall in the Health Insurance Claims Assessment (HICA). Read more

MDCH Releases 2014 County Immunization Report Cards

This week the Michigan Department of Community Health (MDCH) released updated county immunization report cards with data through March 31, 2014. The reports cards demonstrate select immunization measures for all counties throughout the state, as well as the City of Detroit. This year's report cards contained two additions— a column for percent change from last year's measures and an additional row to measure meningitis for up-to-date 17-year-olds. As a whole, the state witnessed a decrease in coverage for childhood measure (19-35 months) and an increase in adolescent and adult measures. To learn more about immunizations, please visit

Michigan Health Endowment Fund Receives First $100M

The first $100 million was deposited into the Michigan Health Endowment Fund last week by Blue Cross Blue Shield of Michigan (BCBSM). All-in-all, a total of $1.56 billion will be contributed to the fund by (BCBSM) over the next 18 years. State legislation that created the Michigan Health Endowment Fund requires that $750 million go toward growing the balance of the fund. At the same time, the endowment is required to create a program subsidizing the cost of individual Medicare supplemental coverage. Rob Fowler, President of the Small Business Association of Michigan and chair of the Endowment, has indicated that the board is focused on selecting an Executive Director and working out a long-term plan to continue the growth of the Endowment, which could grow to become the 4th largest Endowment in the state. REMINDER: Michigan State Loan Repayment Program Deadline April 30

The Fiscal Year (FY) 2015 Michigan State Loan Repayment Program (MSLRP) application deadline is April 30, 2014. The MSLRP assists employers in the recruitment and retention of medical, dental, and mental health care providers by offering loan repayment to those who enter into MSLRP service obligations. These service obligations require participants to provide full-time, primary health care services at an eligible nonprofit practice site located in a Health Professional Shortage Area (HPSA) for two years. Loan repayment agreements for successful FY 2015 applicants will begin on October 1, 2014, and continue through September 30, 2016.

Geiger Gibson Capstone Fellowship Program Accepting Applicants

The Geiger Gibson Capstone Fellowship program has a few remaining spots for its June cohort. The program, offered through a partnership between George Washington University's Department of Health Policy and NACHC's Leadership Development Institute, is designed to provide an opportunity for future health care leaders in mid- and senior-level positions to develop the skills and knowledge base required to understand U.S. health policy trends and their implications for Health Centers. A three-day Washington DC-based program is preceded by four webinars and is limited to 20 participants each cycle. For more information, please click here.

Health Insurance Marketplace Enrollment Tops 8 Million

The White House announced this week that 8 million Americans have signed up for private health coverage through the Health Insurance Marketplace. Of those 8 million, 35% of enrollees are under the age of 35—the critical age group needed to sign up for coverage under the Affordable Care Act (ACA) to keep the market stable. Also announced this week was a revision of the Congressional Budget Office (CBO) estimate on the cost of the ACA over the next decade. The revised CBO estimate, which reflects CBO's most recent economic forecast, lowers the cost of the ACA over the 2015-2024 time period by $104 billion. This is mostly due to lower premiums in the Health Insurance Marketplace than were first reported, thus lowering the federal spending on health insurance subsidies. Read more

Health Center Program Update Regarding Recognition of Same-Sex Marriages

The Bureau of Primary Health Care (BPHC) announced this week that Health Centers can expect to see a new term added to their Notice of Awards (NoA) beginning this month recognizing same-sex marriages legally entered into in a U.S. jurisdiction that recognizes their marriages. This means Health Centers will need to review and revise internal Health Center policies along with implementing procedures and training materials to reflect this recognition. Some examples of such polices include personnel policies, sliding fee discount program policies, and conflict of interest policies. If you have any questions regarding this policy update, please contact your BPHC project officer.

Application Cycle Open for NHSC & NURSE Corps Scholarship Programs

The 2014 National Health Service Corps (NHSC) Scholarship Program application cycle is open through 7:30 pm ET on May 15. Application and program guidance. Both scholarship programs are expected to be competitive, and applicants are encouraged to begin the application process early.

2014 NHSC New Site Application Cycle Now Open

The 2014 National Health Service Corps (NHSC) New Site Application is open through 11:59 pm ET on June 16. To apply to become an NHSC-approved site, a facility must submit an NHSC Site Application through NHCS's Customer Service Portal. Please note that for the upcoming cycle, only sites that have never been approved as NHSC sites are eligible to apply, as previously approved sites will have the chance to recertify in fall 2014. Prior to application, please review NHSC's application and program guidance. A technical assistance conference call will take place on May 1, at 1-3 pm ET.
