Thank you to the presenters who will be sharing their expertise and engaging participants in interactive sessions at the 2014 MPCA Annual Conference!

Jason Allen

Senior Policy Advisor, Michigan Veterans Affairs Agency

Senator Allen served in the Michigan Army National Guard from 1990 to 1996. From 2002 to 2010, he served as State Senator for the 37th District. He chaired the Senate Seniors and Veterans Affairs Committee and worked to modernize laws assisting veterans. Senator Allen sponsored legislation requiring pre- and post-deployment psychiatric evaluations in order to monitor members of the military for traumatic brain injuries, stress, and depression so those who need it can receive treatment. Prior to his legislative career, Senator Allen managed his family’s men’s clothing store in Traverse City and served on the Grand Traverse County Board of Commissioners for eight years. He also served on the Veterans Trust Fund Board.

John W. Baackes

President, Medicare VIP Plans, AmeriHealth Caritas Family of Companies

Mr. Baackes brings 30 years of health care experience to AmeriHealth Caritas. He oversees the Medicare Advantage business, a critical next step in AmeriHealth Caritas’ national growth. Prior to that he served for seven years as Chief Executive Officer of Senior Whole Health (SWH), from which he retired in 2012. SWH operated plans for dual-eligible beneficiaries in Massachusetts and New York.

Christine Baumgardner, MA

Executive Director, Alcona Health Center

Ms. Baumgardner has served as Executive Director of Alcona Health Center since 1985. She has directed expansion from one clinic site with two providers to 10 sites in four counties with 210 employees, 46 of them providers of medical, dental, and behavioral health care. She has overseen extensive ancillary service expansion, including development of Northern Collaborative Care, an award-winning practice management program that integrated administrative services, including IT, with two Health Centers and a hospital. She has been a leader in the Michigan Primary Care Association, and is currently the lead in contract negotiations between the state Medicaid office and Michigan FQHCs. Ms. Baumgardner is a founding board member of the National Rural Accountable Care Organization, the only entity of its kind approved by CMS for participation in the Medicare Shared Savings program.

Ronald Betzig

Director of the Entrepreneurship Program, Jackson College

Mr. Betzig’s passion is helping people achieve their dreams by developing their “human capital.” In addition to teaching courses in entrepreneurship, human resource management, and leadership, Mr. Betzig guides entrepreneurs in writing business plans and develops collaboration among people from divergent backgrounds. He has co-founded several businesses, and is on the board of directors of two not-for-profit organizations: Jackson Inventors Network and Lay Renewal Ministries. He serves as a volunteer coach for MiQuest, a statewide organization providing resources to Michigan’s entrepreneurs.

Patricia Breen

Senior Public Health Analyst, Office of Quality & Data, Health Resources & Services Administration

Ms. Breen currently serves as a Senior Public Health Analyst in the FTCA Branch of the Health Resources & Services Administrations’ Office of Quality and Data. As a registered nurse for over 36 years, she brings a strong clinical perspective to the program. Ms. Breen has extensive experience in various facets of health care, including over 25 years in critical care and emergency nursing. She has also served as a director of nursing, faith community nurse, case manager, risk manager, and senior patient safety coordinator. She has been a volunteer in a free clinic and is an active volunteer with the American Heart Association, the Epilepsy Foundation, and the Cystic Fibrosis Foundation.

Nick Cook

Director of Targeted Outreach and Performance Management, Michigan Veterans Affairs Agency

Mr. Cook will oversee the Michigan Veterans Affairs Agency’s VSO program and work in coordination with the Michigan Veterans Coalition, other Service Organizations and community groups to ensure Michigan veterans have predictable and quality access to their benefits and other resources. He served 12 years on active duty in the Army where his last assignment was in the Office of the Chief, Legislative Liaison, Department of the Army as a congressional fellow and then as a legislative liaison. Mr. Cook’s awards and decorations include the Bronze Star Medal, Meritorious Service Medal, Valorous Unit Award, Global War on Terrorism Expeditionary Medal, Iraqi Campaign Medal, the Combat Action Badge, and the Parachutist Badge.

Karen Dalton, RN, MSN, MHA, PCMH CCE

Quality Improvement Coordinator, Ohio Shared Information Services

Ms. Dalton’s career has spanned both clinical and administrative specialization, primarily in women’s health, but most recently in primary care. She has served as director of tertiary obstetric units in Ohio, Tennessee, and West Virginia. An interest in quality improvement led her to a position with a FQHC in Cincinnati, assisting them with PCMH, public reporting, and Meaningful Use. In her current role with OSIS, Ms. Dalton is working to expand Meaningful Use, PCMH, and quality improvement to a broad base of FQHCs.

Dale Ernst

Vice President & Chief Financial Officer, Center for Family Health

Hasnah Hamdan, PhD

Scientific Director, Molecular Microbiology, Quest Diagnostics Nichols Institute

Dr. Hasnah Hamdan received her PhD in Microbiology from Washington State University, Pullman, WA. She joined Nichols Institute in 1996 as a research scientist developing nucleic acid tests for infectious disease. She has been the scientific director of the Molecular Microbiology laboratory since 2001 and has technical and R&D oversight of a large infectious disease laboratory performing NAT for HIV, HCV, HBV, HPV, CT/NG, and other microorganisms.

Jean Malouin, MD, MPH

Clinical Assistant Professor, University of Michigan

Ms. Malouin has been a faculty member in the Department of Family Medicine at the University of Michigan since 1994. She served as Associate Chair for Clinical Programs in Family Medicine from 2002 to 2013, and currently holds the position of Associate Medical Director for the Faculty Group Practice at the University of Michigan. She maintains her clinical practice at Briarwood Family Medicine in Ann Arbor, where she served as Medical Director from 1996 until 2008. She is currently serving as Medical Director and Co-Project Lead for the Michigan Primary Care Transformation Project, a statewide Michigan multi-payer PMCH pilot project involving almost 400 PCMH-designated practices and 350 care managers. In 2012, she also began a part-time position with Blue Cross Blue Shield of Michigan as a Medical Director with the Value Partnerships group, and developed a Care Management Resource Center for Physician Organizations state-wide.

Andrew Principe

President & CEO, Starling Advisors

Mr. Principe is an experienced consultant providing advisory services to many Primary Care Associations, FQHCs, and other primary care safety net providers throughout the country. For nearly 15 years, his work has centered around opportunities and risks that the Affordable Care Act presents to safety net primary care providers. This includes formation of Accountable Care Organizations (ACOs) and other provider network structures, facilitating negotiations between providers and Medicaid Managed Care organizations, and the securing of awards under the CMS Innovations Institute and other funding sources to implement EHR, analytics, telehealth, and other health IT solutions. Prior to founding Starling Advisors in 2012, Mr. Principe served as Vice President of Strategy at Arcadia Solutions and as Director of Clinical Computing for the Joslin Diabetes Center in Boston, MA.

Iris Sewell, MPH

President, The Sewell Group

Ms. Sewell is a seasoned professional with more than 20 years of consulting experience in the areas of strategic planning, governing board and staff development, program assessment, and more. She is a highly skilled, culturally sensitive trainer and facilitator who is frequently engaged to conduct workshops at national, regional, and state meetings, and to facilitate retreats and training sessions. Most of Ms. Sewell’s work is with FQHCs and Primary Care Associations.

Valerie Sheehan, MPH

Director of Development & External Relations, California Primary Care Association

Ms. Sheehan oversees the development, communications, and programs areas at California Primary Care Association (CPCA) and co-directs the Member Services department. She has been with CPCA for four years and has been leading the association’s branding work for the last three years. Ms. Sheehan has over 20 years of experience in health-related nonprofit organizations.

Robert V. Sigh, MD, MPH

Senior Clinical Advisor, North Central Division, Bureau of Primary Health Care

Prior to his appointment at the Bureau of Primary Health Care, Dr. Sigh served in the Central Southeast Division as Regional Medical Consultant and Project Officer. He also served as Regional Medical Consultant with the Office of Regional Operations in the Atlanta Regional Office. Dr. Sigh is a Commissioned Officer in the United States Public Health Service. He began his career as a Ready Responder in the Bureau of Clinicians Recruitment and Service, where he served as clinical director in two FQHCs in South Carolina and Georgia. In Georgia, he developed lifestyle approaches to weight management for Health Center patients. Dr. Sigh is board certified in Family Medicine and General Preventive Medicine and Public Health.

Lauron Sonnier

Marketing Consultant, Trainer, Author

Ms. Sonnier has devoted more than 20 years to helping individuals and organizations “stand out for outstanding results.” She is a sought-after advisor and speaker who delivers high-energy, high-substance programs for organizations throughout the country. She has worked with Primary Care Associations and Health Centers, and presented at and facilitated PCA conferences and trainings. Ms. Sonnier is the former host of Standing Out with Lauron Sonnier radio show on Voice America and the author of Think Like a Marketer: What It Really Takes to Stand Out from the Crowd, the Clutter, and the Competition (Career Press). 

Jay Trinckes

CEO, Eagle Trace Security Consulting, Inc.

Eagle Trace Security Consulting, Inc. is a professional information security and compliance consulting firm dedicated to serving the health care industry. Mr. Trinckes is the author of The Definitive Guide to Complying with the HIPAA/HITECH Privacy and Security Rules (CRC Press, 2012) and The Executive MBA in Information Security (CRC Press, 2010). He has presented on the topic of HIPAA and other related information security topics across the country through RAC Monitor, NWRPCA-CHAMPS Conference, NACHC-FOM-IT Conference, Practice Management Institute, and most recently through a webinar series provided by Michigan Primary Care Association. Mr. Trinckes holds a Bachelor’s Degree in Business Administration/MIS along with several certifications such as the Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified in Risk and Information Systems Control (CRISC), National Security Agency (NSA) INFOSEC Assessment Methodology (IAM), and INFOSEC Evaluation Methodology (IEM). Mr. Trinckes brings a wealth of knowledge in information security through his hands-on experience performing risk assessments, vulnerability/penetration tests, developing information security management programs, and from his experiences as a former law enforcement officer.


Chief Medical Officer, National Association of Community Health Centers

Dr. Yee has a long and distinguished history of dedication to the Community Health Center Movement at the state and national levels. Before joining NACHC as Chief Medical Officer in September 2013, he served for 20 years as the Chief Medical Officer of United Health Centers in California. Dr. Yee achieved the distinguished Degree of Fellow of the American Academy of Family Physicians in October 2010. In addition to his skills and experience in medicine, he has a substantial health care policy background. He has served as faculty and team coach for the HRSA Bureau of Primary Health Care’s Patient Visit Redesign Collaboratives, and two Institute for Healthcare Improvement Redesign-Finance Collaboratives. Dr. Yee was appointed to the National Advisory Council for the National Health Service Corps in 2010. He also serves as an Associate Clinical Professor at the University of California San Francisco School of Medicine.
