Pre-Legislative Forum Conference Call February 26

If you are registered to attend the upcoming 2015 MPCA Legislative Forum, mark your calendar to join us for a pre-Forum conference call on February 26 at 3:30-4:30 pm ET. During the call, MPCA policy staff will provide details about the policy priorities you will be discussing with your State Legislators during visits on March 4. It is also an opportunity to ask questions. Being prepared for legislative visits is very important to ensure meetings run smoothly and that you are able to convey the importance of the issues and how they impact your Health Center. If you've registered for Legislative Forum we will email the conference call-in number to you, so watch your inbox. If you haven't registered for Legislative Forum yet, online registration is open until February 23. Click here to register today so you don't miss out on this opportunity to build and nurture relationships with your State Legislators, and learn about the current state policy and legislative environment as it pertains to health care. 

MPCA Scheduling Congressional Visits To Take Place During Policy & Issues Forum

The annual Policy & Issues Forum (P&I) hosted by the National Association of Community Health Centers is taking place March 18-22 this year in Washington, DC. MPCA is scheduling visits with members of the Michigan Congressional Delegation for "Hill Day" on March 19. Each Congressional appointment will be open to all Health Center staff and board members attending from that district. Appointments with Senators Debbie Stabenow and Gary Peters will be open to all Michigan Health Center attendees. Please click here to let us know if you will be attending Hill visits. As P&I gets closer, we will send logistical information to all who are attending from Michigan, including the schedule of visits and the date/time for the state delegation meeting during which we prepare for visits. Please note that the deadline to register to attend P&I at the early bird rate is February 18.

Governor Snyder Releases Fiscal Year 2016 Budget Recommendation

Governor Rick Snyder released his fiscal year 2016 executive budget recommendation before a joint meeting of the House and Senate Appropriations Committees on February 11. Included in the Governor's budget recommendation is $19 billion in total fiscal year 2016 funding for the Michigan Department of Community Health ($3 billion General Fund). Click here for a summary of the Governor's proposals. 

House and Senate Committees Approve Budget-Cutting Executive Order

In conjunction with releasing his executive budget recommendation for fiscal year 2016, Governor Snyder also signed an executive order last week to address the current fiscal year budget deficit. Executive Order (2015-5) was then passed by the Senate Appropriations Committee (13-4 vote) followed by the House Appropriations Committee (19-10 vote). It reduces fiscal year 2015 General Fund (GF) spending by $102.8 million and special purpose funds by $3.5 million. Included is a $16.5 million reduction to the Michigan Department of Community Health. Of that is a $2.9 million funding reduction for new initiatives associated with Mental Health and Wellness Commission recommendations, $5 million reduction in GF support for the Graduate Medical Education program, and $1.5 million GF reduction to local public health departments. In addition to the executive order, the House panel also reported two negative supplemental appropriations bills, one for departments and agencies (HB 4112) and for K-12 public schools, higher education, and community colleges (HB 4110).
