MPCA Honors Two Michigan Medical Services Administration Leaders with Leadership Award

Lansing, MI, September 15, 2015 – The Michigan Primary Care Association (MPCA), the association representing Michigan Health Centers, honored Michigan Department of Health and Human Services (MDHHS) Jackie Prokop, RN, MHA, and Kathleen Stiffler with a Legacy of Leadership Award during the 2015 MPCA Annual Conference in Traverse City.

The Legacy of Leadership Award is MPCA’s premier award for recognizing exemplary leadership that has significantly affected Michigan Health Center patients, the medically underserved and local communities. On August 31, both Prokop and Stiffler were honored during the conference opening session for their individual contributions and leadership.

Prokop, Director, Program Policy Division, Medical Services Administration, MDHHS, has been deeply involved in negotiations critical to Michigan’s Federally-Qualified Health Centers throughout her tenure most recently in the Medicaid Alternative Payment Methodology and the development of the Health Homes model. In all of these areas, she has been a clear thinker, a stabilizing force and a worthy partner working towards a constructive conclusion. “Jackie’s leadership during the development of the first Healthy Michigan Plan waiver is where her leadership really shone through,” according to MPCA President, Kim Sibilsky. “There were many people involved in making the waiver happen, but Jackie was the task master, point of the spear and spokesperson during a very difficult process – she demonstrated true leadership in a trying time.”

Stiffler, Acting Medicaid Director, Medical Services Administration, MDHHS, has over 30 years of public health and Medicaid experience. She began her career as a health educator with Health Central, one of the original staff model HMOs, and the Michigan Health and Hospital Association. In 1987, Stiffler was the State’s first Adolescent Health Coordinator where she was responsible for the funding and oversight of some of Michigan’s first school-based Health Centers. In 2011, she became the director of the Medicaid Managed Care Plan Division and in 2013, promoted to director for the Bureau of Medicaid Care Management and Quality Assurance. From June 2015 to October 2015, Stiffler is serving as the Acting Medicaid Director. Her work as a pioneer in school-based Health Center development allowed her to get medical and behavioral health services to children in innovative and highly effective ways. In her work with Children’s Special Health Care Services, Stiffler endeavored to make life better for those who couldn’t do for themselves and for the families who care for them. In addition, with her transition to Medicaid managed care, her aspiration to lead in systems transformation that affects children, families and those in greatest need is moving forward. “She is a true servant leader – making sure the highest priority needs of the people are being served,” stated Sibilsky. “Kathy has been a pioneer, an advocate and an exquisite example of a servant leader throughout her career.”

Both Prokop and Stiffler received a plaque along with a reading of their nomination narration from MPCA CEO, Kim Sibilsky and MPCA board president, Denise Crawford, President and CEO, Family Health Center, Inc.
