Frequently Used Policy Information Notices (PINs) and Program Assistance Letters (PALs)

Policy Information Notices (PINs) are provided by the Health Resources & Services Administration (HRSA) to define and clarify polices relevant to Section 330 grantees. Program Assistance Letters, also published by HRSA, summarize and explain laws, regulations, and initiatives relevant to Health Centers.

Federal Tort Claims Act Coverage for Health Center Program Grantees Responding to Emergencies (Policy Information Notice 2007-16)

PIN 2007-16 clarifies the circumstances under which FTCA-deemed Health Center Program grantees (section 330(e), (g), (h) and (i) grantees) are covered under the FTCA as they respond to emergencies and to address frequently asked FTCA questions.


Clarification of Credentialing & Privileging Policy Outlined in PIN 2001-16

PIN 2001-16 requires that all Health Centers access the credentials of each licensed or certified health care practitioner to determine if they meet Health Center standards. This policy applies to all Health Center practitioners, employed or contracted, volunteers and locum tenens, at all Health Center sites.

The Bureau of Primary Health Care (BPHC) within the Health Resources and Services Administration (HRSA) is the federal agency that administers the Health Center Program as well as the FTCA for Health Centers. The BPHC website offers a variety of FTCA related materials, including Policy Information Notices (PINs), which define and clarify polices relevant to Section 330 grantees, and Program Assistance Letters (PALs), which summarize and explain laws, regulation, and initiative relevant to Health Centers.

The ECRI website provides a database of information and resources on a variety of health care topics focused on patient safety, health care quality, and risk management including FTCA as it pertains to Health Centers.
