Technical Assistance

The Health Resources and Services Administration (HRSA) conducts site visits of health centers, Primary Care Associations, National Training and Technical Assistance Partners, and Health Center Controlled Networks to ensure compliance with program requirements.

The resource below helps health centers prepare for the interviews and interactions that take place during HRSA site visits.

National Training and Technical Assistance Partners

National Training and Technical Assistance Partners (NTTAP) provide free training and technical assistance (T/TA) to support existing and potential health center grantees and look-alikes. The NTTAPs possess subject matter expertise in functional areas, and support health center’s ability to maintain fiscal and operational excellence, engage in effective workforce development activities, utilize cutting-edge health information technology and structure health care services in a manner culturally and linguistically appropriate to the patient population served.

Finance & Revenue Cycle

MPCA offers timely technical assistance support and robust educational and peer networking opportunities for health center finance and revenue cycle staff. Our team provides training, facilitates network meetings, and communicates key policy and regulatory updates and changes to ensure health centers maintain the fiscal stability they need to carry out the mission for the communities they serve.

Revenue Cycle Community

Consists of billing managers, billing/coding staff, patient accounts staff, revenue cycle leadership, encounter reconciliation team members, and organizations in the FQHC development process.

Forum for discussion of health center billing topics. · Periodic meetings & trainings are held which allows group dialogue on critical billing issues.

Relevant training and technical assistance are offered to assist health centers across the state achieve successful revenue cycle management.

Billing Champions

Open to a limited number of staff from each health center to serve as champions in representing detailed issues and questions for problem solving and resolution through MPCA’s advocacy with MDHHS and Medicaid Health Plans.

Monthly meetings are held to facilitate support and identify areas in which technical assistance and training would be beneficial.

 

Financial Leaders Community

Consists of a chief financial officers listserv and their peers for the discussion of health center finance topics.

Relevant training and support are offered to assist health centers navigate the complex financial requirements facing organizations today.

 

Encounter Comparison and Reconciliation Support (ECRS)

MPCA offers a Medicaid encounter comparison and reconciliation support service to assist Health Centers proactively review their paid Medicaid encounters with the State’s CHAMPS encounters.

Emergency Preparedness

MPCA Emergency Preparedness and Management focuses on the resources, training, and technical assistance necessary to allow health centers strengthen their capacity to prepare, respond and recover from an emergency or disaster.

MPCA works to promote collaboration and integration, to ensure that Michigan health centers are represented in statewide, regional and local emergency planning and response.

Special Populations

The Michigan Primary Care Association works with members and partner agencies to better understand and respond to the needs of Michigan’s individuals and families experiencing homelessness, seasonal agricultural workers and LGBTQ+ communities.

Health Care for the Homeless & Michigan Health Centers
In 2024, Michigan health centers served 35,973 patients experiencing homelessness. The Health Care for the Homeless program provides federal grants to nonprofit organizations to deliver primary health care and substance use disorder services to individuals and families experiencing homelessness. The Health Care for the Homeless program provides a multidisciplinary approach to the delivery of care by combining systems of primary care, substance use disorders and mental health services, patient management, and education with aggressive outreach.

Farmworker Health & Michigan Health Centers
In 2024, Michigan health centers served 11,903 seasonal agricultural workers. Farmworker health centers were established in 1962 to provide comprehensive primary care services to seasonal agricultural workers and their families in a culturally sensitive environment. Like health centers, farmworker health centers provide comprehensive health care services to their target population at an affordable price, regardless of insurance status. Farmworker health centers use culturally sensitive clinical protocols, bilingual health personnel, and lay outreach workers.
