Working in both Bellaire and East Jordan Family Health Centers
Assists the Chief Pharmacist in the management of the business operations of the pharmacy. Assists with budgeting and the preparation of financial reports as requested. Performs various clerical, billing and technical duties necessary to support the operation of retail pharmacies. Assists the Chief Pharmacist in the day-to-day operation of the 340B program to ensure compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Acts as 340B compliance coordinator

- Assists Chief Pharmacist in the management of the 340B drug program
- Functions as the accountable agent for 340B compliance
- Functions as the day-to-day manager of the program
- Maintains knowledge of all policy changes that affect the 340B program, which include, but are not limited to, HRSA rules and Medicaid changes
- Manages the contracted pharmacy programs (i.e. Capture Rx), including appropriate regular auditing
- Maintains and is responsible for documentation of 340b program policies and procedures
- Ensures appropriate safeguards and system integrity pertaining to the 340b program
- Ensures compliance with 340B program requirements of qualified patients, drugs, providers, vendors, payers, and locations

- Designs and maintains an internal audit plan of compliance for the 340B program
- Designs and maintains a comprehensive 340b training program and competency assessment tool for all EJFHC pharmacy employees
- Defines process and access to data for compliant identification of eligible patients for the 340b program
- Archives all required data to assure its availability to auditors during 340b program audits
- Responsible for pharmacy billing and accounts receivable management systems.

- Implements, updates and monitors price/charge structure for pharmaceuticals
- Researches and maintains 3rd party insurance contracts
- Ensures timely and accurate billing of all pharmacy charges and reimbursement activities
- Manages and troubleshoots an efficient pharmacy practice management System (i.e., PSI)
- Ensures appropriate cash handling procedures, security of receipts and integrity of financial reports
- Adheres to departmental budget. Assists Chief Pharmacist in the management of department budget and department goals and policies.
- Manages the ordering of pharmaceuticals and maintains inventory at the lowest possible cost consistent with usage and quality needs

- Maintains an efficient and cost-effective ordering system
- Regularly runs report for low use medications and ensures this is completed and low use medications are sent back to the manufacturer for reimbursement
- Manages returns of expired inventory
- Ensure C2 monthly audit is completed and documented
- Responsible for physical inventory to be conducted via periodic cycle counts
- Ensures adequate and appropriate inventory on hand to meet needs of our patients
- Maintains the over-the-counter inventory levels appropriate for an FQHC pharmacy.
- Maintains an efficient and cost-effective ordering system

- Corporate Compliance/Security Responsibilities

- Upholds all HIPAA requirements in a manner consistent with EJFHC’s policies, professional standards of conduct, state and federal laws/regulations governing FQHC’s.
- Upholds security responsibilities for the protection of EJFHC IT systems and data, including:
- adherence to user password guidelines;
- restraint from leaving workstation unsecured;
- appropriate use of Internet access while at work and while utilizing EJFHC devices;
- use of abundant caution regarding phishing emails;
- prompt reporting of lost/stolen IT devices.
- Reports suspected violations of code of conduct, policies, procedures, laws and regulations to a supervisor, the compliance officer or to the anonymous compliance hotline.

WORK ENVIRONMENT: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that the employee must meet to perform the essential function of this job. Reasonable accommodations may be made to enable individuals with disabilities. This position requires frequent sitting, standing, occasional bending, stooping, and lifting. It also requires arm and finger movements on a computer keyboard. May occasionally need to lift light office equipment, medical equipment and/or reams of paper that usually do not exceed twenty-five (25) pounds.
HOURS OF WORK: Established with supervisor
REQUIREMENTS:
- Certified Pharmacy Technician with unrestricted, active licensure
- Current BLS certification or attain upon hire
EXPERIENCE:
- Prior retail pharmacy experience preferred.
- Prior experience with 340B preferred.
- Knowledge of state and federal regulations related to pharmacy services.
- Efficient in communication skills, both written and oral.
- Ability to relate to customers with diverse perspectives.
- Ability to adapt to changing patient and departmental needs.
